Abstract

Letalstvo in varnost sta nerazdružljiva. Zračni promet se brez strogih pravil, ki zagotavljajo visoko raven varnosti, ne bi mogel razviti. Varnost v zračnem prometu in mednarodno sodelovanje spadata torej skupaj. Minimalne varnostne standarde, na svetovni ravni, določa Mednarodna organizacija civilnega letalstva (ICAO). Lahko rečemo, da razvoj civilnega letalstva sega že v 9. stoletje, ko so na Kitajskem iznašli krila za letenje. V 17. stoletju se srečamo z zametki aeronautike in s prvimi prevoznimi letečimi baloni v Franciji. Leta 1855 se začneta že uporabljati besedi letalstvo in letalo. Razvoj letalstva sega v obdobje 1. in 2. svetovne vojne. Nagel razvoj komercialnega letalstva pa je sledil po 2. svetovni vojni. V Evropi je oblikovanje skupnega trga zračnega prevoza zahtevalo, da se potniku zagotovi enotna in visoka raven varnosti, ne glede na to, kjer v Evropski uniji leti. Nacionalne predpise so torej nadomestili skupni predpisi, katerih izvajanje je obvezno. Skupni predpisi o varnosti v civilnem letalstvu sledijo standardom in priporočilom, ki jih je sprejela ICAO, pogosto pa so tudi strožji. Njihov splošen namen je preprečevanje nesreč, čim više v verigi. Temeljijo pa na odgovornosti pristojnih deležnikov in nadzoru nad njimi. Sledi nastanek Mednarodnega združenja letalskih prevoznikov (IATA ).V nalogi bo predstavljen sam pojem zračnega prometa in zagotavljanje njegove varnosti, predstavljena bo politika in zakonodaja na področju upravljanja zračnega prometa ter analiza podatkov (količina zračnega prometa, varnost v zračnem prometu, učinkovitost upravljanja zračnega prometa).

Secondary abstract: Aviation and security are inseparable. Air traffic without strict rules that they provide, a high level of security, it wouldn't be able to develop. Air safety and international co-operation, therefore, fall together. Minimum safety standards are determined at the global level by the International Civil Aviation Organization (ICAO). It can be said that the development of civil aviation dates back to the 9th century, when they were in China invented wings to fly. In the 17th century, we encounter the beginnings of aeronautics and we are already facing the first transport flying balloons in France. In 1855, the words aviation and aircraft began to be used. The development of aviation dates back to World War I and II. After World War II rapidly began the development of commercial aviation. In Europe, the creation of a single European sky has required a high level of security to ensure the passenger no matter where in the Union is flying. The national rules were therefore replaced by common rules, the implementation of which is mandatory. Common civil aviation safety regulations follow the standards and recommendations it has adopted by the ICAO, and are often tougher. Their overall purpose is preventing accidents as much as possible in the chain, based on the responsibilities of the competent actors and control above them. This is followed by the formation of the International Air Transport Association (IATA). The task will introduce the concept of air traffic and its provision safety, air policy and legislation will be presented traffic and data analysis (air traffic volume, air safety traffic, air traffic management efficiency).
