Abstract

In 1997 the Republic of Slovenia got its first wholly integrated lawfully aided regulation on the field of public procurement. Afterwards this subject area was adapted and reformed many a time. The Public procurement Act (ZJN-3) as a governing body, establishes rules on the procedures on the field of public procurement. This diploma paper focuses on procedures and principles, which are to be complied with by the execution of public procurement acts. It can be concluded, that procedures of public procurement are the rules, which should be taken into consideration by the public purchase orders. At the same time, the principles of public procurement direct and conduct how it should be act, if it during the execution of public procurement comes to the situation, that has not been foreseen by the legislation. In the close connection with the principles are the goals, which are pursued by the public procurement. That the validity and lawfulness in course of events of public procurement in the Republic of Slovenia are in compliance with the regulations, the responsible authorities are taking charge.
