diplomsko delo visokošolskega strokovnega študija Organizacija in management kadrovskih in izobraževalnih sistemov
Abstract
V zadnjem desetletju so se tla gospodarstva korenito zamajala, kar je povzročilo nemalo težav na območju celotne evropske unije in dlje. Tako se je tudi naša država znašla v vrtincu ukinitev, omejitev in varčevanj. Z namenom, da bi se nastala ekonomsko gospodarska škoda odpravila, je vlada Republike Slovenije sprejela Zakon za uravnoteženje javnih financ.
V diplomski nalogi sem poleg varčevalnega zakona predstavila izobraževanje in usposabljanje v pravosodju, kot vejo javnega sektorja. Raziskovala sem na celotnem področju pravosodja in kot del pravosodja posamezno še dogajanje na enakem področju v Organizaciji X. Cilj diplomske naloge je bil s pomočjo primerjalne analize raziskati vpliv varčevalnega zakona na področje izobraževanja in usposabljanja v pravosodju, kot veji javnega sektorja. Zanimali so me finančni prilivi, ki so bili namenjeni za izobraževanje, število udeležencev na izobraževanjih, finančna sredstva na posameznega udeleženca, pristojni organi za izvedbo izobraževanj in oblike izobraževanj. Raziskava v diplomski nalogi zajema obdobje od 2011 do 2015.
Ob zaključku diplomske naloge sem prišla do ugotovitev, da je z 185. členom Zakon za uravnoteženje javnih financ vplival na izobraževanje. V zakonu je zavedeno, da uporabniki proračuna s svojimi zaposlenimi ne smejo sklepati pogodb o izobraževanju za pridobitev izobrazbe. V Organizaciji X so bili na dogajanje pripravljeni in od leta 2007 niso sklepali formalnih pogodb o izobraževanju. Količina sredstev, namenjena za izobraževanje v Organizaciji X, je v obdobju od leta 2011 do 2013 strmo upadla, in sicer za kar 83%. Zmanjšala se je količina izobraževanj in udeležba na izobraževanjih v celotnem pravosodju, prav tako v Organizaciji X. Zaradi rebalansa proračuna je bil največji padec zaznan v letu 2012, prav tako so bile izvzete posamezne kategorije zaposlenih. Zaradi rebalansa proračuna je bilo nekaj izobraževanj izločenih iz programa ali pa so bila prestavljena v naslednje leto. V Organizaciji X so se zaposleni posledično odločali za udeležbe na internih izobraževanjih, kjer so se obravnavale teme, neposredno vezane na delo. Zmanjšalo se je število izobraževanj, ki so jih vodili zunanji izvajalci. V kasnejšem obdobju se sredstva na račun evropskih sredstev povečajo.
Kljub varčevalnim ukrepom in uvedenemu zakonu, je končni cilj ostal enak, zagotoviti večjo pravno varnost državljanov s hitrejšo in kvalitetnejšo izvedbo sodnih postopkov, za samo izvedbo pa je potreben usposobljen in izobražen kader.

Impact of government austerity measures on education of employees in public administration |

Over the last decade, the ground of the economy has been shaky, causing considerable problems throughout the European Union and beyond. Our country also found itself in a whirlwind of abolition, restrictions and austerity. In order to eliminate the resulting economic damage, the Government of the Republic of Slovenia adopted the Public Finance Balance Act.
In addition to the Public Finance Balance Act, I presented in my diploma thesis, education and training in judicature as a branch of the public sector. I researched throughout the field of judicature, and as part of the judicature, individual developments in the same field in Organization X. The aim of my diploma thesis was to investigate the impact of austerity law on justice education and training, as a branch of the public sector, through a comparative analysis. I was interested in the financial inflows earmarked for education, the number of participants in training courses, the financial resources per participant, the competent authorities for the implementation of training courses and forms of training. The research in the thesis covers the period from 2011 to 2015.
At the conclusion of my diploma thesis, I came to the conclusion, that Article 185 of the Public Finance Balance Act had an impact on education. The law recognizes that budget users are not allowed to conclude education contracts with their employees for formal education. Organization X was prepared for the event and did not conclude formal education contracts since 2007. The amount of funds earmarked for education at Organization X dropped sharply between 2011 and 2013, by as much as 83%. The volume of trainings and participation in trainings throughout the judicature also decreased, as did in Organization X. Due to the amending state budget, the largest drop was observed in 2012 and individual categories of employees were also excluded. Due to the amending state budget, some training courses were dropped from the program or postponed to the following year. In Organization X, employees subsequently opted for attendance at internal training sessions that addressed topics directly related to work. The number of trainings led by external contractors has decreased. In the later period, funds are increased at the expense of European funds.
Despite the austerity measures and the introduced Balance Act, the ultimate goal remained the same, to ensure greater legal safety for citizens through faster and better execution of court proceedings, and qualified and educated staff are required for enforcement. |
