Abstract

V magistrskem delu smo opisali vrste oz. načine uporabe dronov, njim pripadajoče pojmovne izraze, predstavili tri različne zakonodajne okvire (slovenska, evropska in ameriška zakonodaja o dronih), ki opredeljujejo uporabo in delovanje dronov, izpostavili nevarnosti, ki jih sama uporaba dronov predstavlja, analizirali nekaj nezgod in podali ukrepe za zmanjšanje tveganj. Namen magistrskega dela je bil: Identificirati nevarnosti pri uporabi dronov, oceniti njihovo tveganje in podati ukrepe za zmanjšanje tveganja; preučiti in primerjati različne zakonodajne okvire, ki se nanašajo tako na operativne in tehnične vidike, kot tudi na vidik človekovih temeljnih pravic in svoboščin, pravice do zasebnosti in varstva osebnih podatkov; na podlagi rezultatov oz. ugotovitev, podati možne ukrepe in rešitve. Cilj magistrskega dela je bil: Podati ustrezne ukrepe za zmanjšanje tveganja na sprejemljivo raven, ob upoštevanju zakonodajnih okvirjev (slovenski, evropski, ameriški). Široka uporaba dronov omogoča številne tehnološke izboljšave in napredke. Z droni lahko človeku olajšajo marsikatero delo ali pa ga storijo namesto njega (rešujemo življenja, optimiziramo določene storitve, zagotavljamo varnost državljanov, gasimo požare, gradimo itd.), pa vendar se lahko njihove prednosti tudi zlorabi (na področju varovanja zdravja, varovanja zasebnosti in osebnih podatkov, splošne varnosti), ali pa škodljivo posegajo v naravno in bivanjsko okolje (hrup, umik določenih živalskih vrst). S tehničnimi, organizacijskimi in zakonskimi ukrepi pa zagotovimo, da bo njihova uporaba varna in sprejemljiva za okolje in družbo.

Secondary abstract: In this master's thesis we described the types and different ways of using drones, their conceptual terms, presented three different legislative frameworks (Slovenian, European and American legislation) defining the use of drones, highlighted the hazard posed by the use of drones, analyzes some accidents and put in place risk mitigation measures The purpose of the master's thesis was: To identify the hazard of using drones, assess their risk and take risk reduction measures; examine and compare the various legislative frameworks that relate to both operational and technical aspects, as well as aspects of human funfamental rights and rights and freedom, rights to privacy and protection of personal data; based on the results or findings, provide possible actions and solutions. The aim of the master's thesis was: Take appropriate measures to reduce risk to an acceptable level, taking into account legislative frameworks (Slovenian, European, American). The widespread use of drones allows for numerous technological improvements and advances. For people, drones can make work easier or do more work for them (saving lives, optimizing certain services, ensuring citizens safety, extinguishing fires, building etc.), but their benefits can also be misused (in the field of health protection, privacy protection and personal data, general safety), or adversely affecting the natural and living environment (noise, withdrawal of certain animal species). Technical, organizational and legal measures ensure that their use is safe and acceptable to the environment and society.
