Zaposlovanje tujcev v Republiki Sloveniji

Abstract

Diplomsko delo je razdeljeno na tri tematske dele, in sicer v začetku opisuje pojem migracije in pravno ureditev zaposlovanja tujcev v Republiki Sloveniji, nato preide na zaposlovanje tujcev od osamosvojitve do danes, na koncu pa predstavi vpliv recesije na zaposlovanje tujcev v Republiki Sloveniji v času globalne gospodarske recesije. Zaposlovanje tujcev je razdeljeno na dve časovni obdobji. V prvem obdobju je zajeto zaposlovanje tujcev od leta 1991 do 2000. V drugo obdobje pa je zajeto obdobje od leta 2000, ko je stopil v veljavo nov Zakon o zaposlovanju in delu tujcev, pa do junija 2010. To drugo obdobje je še posebej predstavljeno, kot obdobje pred vstopom Slovenije v Evropsko Unijo in obdobje po letu 2004, ko je Slovenija postala polnopravna članica Evropske Unije. Diplomsko delo se dotakne tudi različnih vzrokov zaposlovanja tujcev in vpliv zaposlovanja le teh na trg domače delovne sile. Prikaže značilnosti in strukturo zaposlenih tujcev v Republiki Sloveniji. Predstavi domača pričakovanja in kasnejše dejansko stanje zaposlenih tujcev iz držav članic Evropske Unije, po vstopu Slovenije v Evropsko Unijo, in s kakšnimi protikriznimi ukrepi se je odzvala vlada v času recesije.

Secondary abstract:	Diploma is devided into three subject-matters. In the beginning it describes the concept of migration and the legal system of foreigner employment in the Republic of Slovenia, then it shifts to the employment of foreigners from the time of independence until today, and in the end it presents the ifluence of recession on the foreigner employment in the Republic of Slovenia in times of global economic recession. The employment of foreigners is devided into two time periods. The first period covers the employment of the foreigners from 1991 to 2000. The second period covers the time from 2000, when the new law of foreigner employment came into effect, until June 2010. This second period is presented in greater detail, as an era before Slovenia had entered the European Union, and the period after year 2004 when Slovenia has become a full member of the European Union. The diploma also examines different causes for foreigner employment and their impact on the domestic labour market. It shows the features and the structure of employed foreigners in the Republic of Slovenia. It presents domestic expectations and the actual state of employed foreigners from the Europian Union countries after Slovenia had entered the Europian Union, and the anti-crisis measures which the government took in times of recession.
