Abstract

Koncept, ki ga je razvil Sherman leta 1998 v svojem delu Ideas in American Policing skuša združiti delovanje policije in strokovne javnosti z uporabo razpoložljivih dokazov za čim boljše delovanje policije v skupnosti in na širšem področju. Uporaba razpoložljivih dokazov lahko vodi k izjemnemu napredku učinkovitosti policijskega delovanja, a le z ustrezno podporo strokovne javnosti in ostalih partnerjev ter interesnih skupnih pri promociji čim večje javne varnosti. Policisti, nadzorniki in načelniki ter vsi vpleteni v policijsko dejavnost bi morali pri svojem delu za boljše sprejemanje odločitev in opravljanje preiskav ob obstoječem znanju in opremi, poznavanju zakonov, ustreznih procesov delovanja in zaščite, uporabljati tudi znanje o tem, katere taktike in strategije najbolje delujejo pri reševanju kaznivih dejanj. Uporaba dokazov pri policijskem delovanju izhaja iz medicinske prakse. Tako kot medicina deluje na principu raziskav, preverjanja in testnih procesov – da zdravila, postopki in dejavnost kar najbolje vplivajo na paciente, tako bi morali policisti pri svojem delu uporabljati preverjene rezultate raziskav in prave taktike za preprečevanje, zmanjševanje in reševanje kriminalitete s kar se da najmanj posledicami za civilno prebivalstvo. Izziv v prihodnosti za z dokazi podprto policijsko dejavnost je v samem delovanju policije, ki se še vedno bolj ali manj drži tradicionalnih smernic. Vendar nadaljevanje s takšnim delovanjem, lahko vodi k poslabšanju policijske učinkovitosti – policisti lahko izkusijo dolgčas, stres, pomanjkanje motivacije in pomanjkanje poslovnih izzivov. Vse to lahko pomeni slabše rezultate pri reševanju kriminalitete. Tudi Slovenija se sooča z novodobnimi izzivi nove teorije policijske dejavnosti. Raziskovanje strokovnjakov in sodelovanje s policijskimi odločevalci na tem področju se krepi, obstaja zanimanje - a zgoraj omenjeni izziv obstaja – ali imamo dovolj strokovne volje za implementacijo novih pristop k policijski dejavnosti?

Secondary abstract: The concept developed by Sherman in 1998 in his work Ideas and American Policing aims to combine the work of the police and professional public, using available evidence to maximize the functioning of police in the community and in the wider field. The use of available evidence can lead to exceptional progress in the effectiveness of police activity, but only with the proper support of the expert public and other partners and stakeholders in promoting the highest possible public safety. Police officers, supervisors and chiefs and all those involved in police activity, should use existing equipment, knowledge of laws, appropriate processes of operation and protection, and use knowledge of which tactics and strategies work best in dealing with criminal offenses, for making better decisions and conducting investigations. The use of evidence in police action derives from medical practice. Like medicine, it works on the principle of research, checking and testing processes - that medicines, procedures and activities have the best effect on patients, so police officers should use verified research results and proper tactics for minimizing consequences for the civilian population. The challenge in the future for evidence-based policing lies in the very functioning of the police who still adheres to the traditional guidelines. However, continuing to act like this can lead to deterioration in police performance - officers may experience boredom, stress, lack of motivation and lack of business challenges. All of this can mean poorer outcomes in dealing with crime. Slovenia also faces the new challenges of a new theory of police activity. Research and introduction with police decision-makers in this field is growing, there is interest - but the challenge mentioned above is - do we have enough expertise to implement new approaches to policing?
