Abstract

Namen prispevka: Namen prispevka je analizirati, kakšen naj bi bil odziv sistema zaščite in reševanja v primeru rušilnega potresa v urbanem okolju. Za študijo primera je bila izbrana Ljubljana. Metode: Opravljen je bil podroben pregled literature glede značilnosti potresov, potresnega inženirstva ter zaščite in reševanja. Opravljeni so bili tudi intervjuji, razgovori in konzultacije s strokovnjaki s področja potresnega inženirstva ter zaščite in reševanja. Za potrebe študije primera so bili analizirani predpisi ter načrti zaščite in reševanja ob potresu za Mestno občino Ljubljana. Ugotovitve: Najučinkovitejši preventivni ukrep pred posledicami rušilnih potresov je ustrezna gradnja, ki temelji na doslednem spoštovanju gradbenih predpisov. Zaradi goste poseljenosti, velikega števila dnevnih migrantov in seizmičnih lastnosti spada Mestna občina Ljubljana med potresno najbolj ogrožena območja Slovenije. Mesto ima kvalitetno izdelane dokumente za zaščito in reševanje ob potresu, kljub vsemu pa Mestna občina Ljubljana sama ne bi zmogla izpeljati tako obsežne zaščitno-reševalne akcije, kot bi jo zahteval rušilni potres, zato bi potrebovala pomoč države, drugih občin in verjetno tudi mednarodno pomoč, kar ne nazadnje predvidevajo tudi načrti. Omejitve raziskave Raziskava je omejena na proučevanje teoretičnih dognanj, načrtov in drugih dokumentov s področja zaščite in reševanja, na osnovi katerih je možno zgolj predvidevati, kakšen bi bil odziv sistema zaščite in reševanja ob rušilnem potresu. Izvirnost/pomembnost prispevka: Prispevek obravnava tako potresno inženirstvo, ki je prvi pogoj za kakršnokoli zaščito pred potresom, kot načrtovanje zaščite in reševanja ob upoštevanju značilnosti rušilnih potresov in značilnosti potresne ogroženosti Mestne občine Ljubljana.

Secondary title: The Protection and Rescue System Response in a Case of Devastating Earthquake in the Urban Environment – A Case Study of the City of Ljubljana
Secondary abstract: Purpose: The purpose of the paper is to analyse the response of the protection and rescue system in case of a devastating earthquake in urban environment. The city of Ljubljana was selected for the case study. Methods: A detailed literature overview on the characteristics of earthquakes, earthquake engineering and protection and rescue was carried out. Conversations and consultations with experts in earthquake engineering and protection and rescue were also conducted. For the purpose of the case study, the regulations and protection and rescue plans for the City of Ljubljana were analysed. Findings: The most effective preventive measure against the consequences of devastating earthquakes is adequate construction, based on strict compliance with building regulations. The city of Ljubljana belongs to the most vulnerable regions of Slovenia due to population density, large number of daily migrants and seismic characteristics. The city has well-designed documents for protection and rescue in the event of an earthquake. However, the city of Ljubljana would not be able to carry out such extensive protection and rescue operations as required by a devastating earthquake alone. It would need help of the state, other municipalities and probably international help as well, which is also predicted by plans. Research Limitations: The research is limited to the study of theoretical knowledge, plans and documents in the field of protection and rescue. This gives possibility only for predictions what the response of the protection and rescue system would be in the event of a devastating earthquake. Originality/Value: The article deals with earthquake engineering, which is a prerequisite for any protection from the earthquake, as well as the planning of protection and rescue taking into account both, the characteristics of devastating earthquakes and the characteristics of earthquake threats in Ljubljana municipality.
