Abstract

Osrednji del diplomskega dela je raziskava vloge Zavoda Republike Slovenije za zaposlovanje pri zaposlovanju starejših. Naša ciljna skupina so osebe, starejše od 50 let. Raziskali smo, kateri ukrepi so bili sprejeti in izvedeni s strani ZRSZ ter koliko oseb, starejših od 50 let, je bilo vključenih med letoma 2007 in 2018. Ugotovitve v diplomskem delu se nanašajo na vključenost oseb, starejših od 50 let, med ukrepe, izvedene s strani ZRSZ, v izbranem obdobju. Ugotovili smo, da so osebe, starejše od 50 let, ena izmed ciljnih skupin ukrepov in programov APZ ter da je bilo v izbranem obdobju med izvedene ukrepe vključenih 59.958 oseb, starejših od 50 let. Izvedeni ukrepi so se v izbranem obdobju spreminjali, predstavljeni so bili novi programi in ukrepi, prek katerih so se osebe, starejše od 50 let, lahko udeležile različnih usposabljanj in izobraževanj ali pa so bile na voljo različne subvencije za delodajalce ob zaposlovanju teh oseb. Med vsemi izvedenimi ukrepi se je kot eden izmed najučinkovitejših izkazal program »Zaposli.me«. Iz diplomskega dela je razvidno, da se razmere na trgu dela nenehno spreminjajo, s tem pa se spreminjajo tudi ukrepi, s katerimi ZRSZ upravlja in med njih vključuje osebe, starejše od 50 let, da tako lažje pridejo do zaposlitve ter usposabljanj in izobraževanj.

Secondary title: THE ROLE OF EMPLOYMENT SERVICE IN THE EMPLOYMENT OF ELDERLY
Secondary abstract: The main focus of the paper is to examine the role of the Employment Service of Slovenia (EES) in employing the elderly. Our target group were people above 50 years. It was determined which measures were taken and implemented by the EES and how many people above 50 years took part in this process between the years 2007 and 2018. The findings in this paper relate to the inclusion of people above 50 years in the measures, implemented by the EES, in the selected period. We determined that the measures and programmes of the Active Employment Policy (APZ) aim at people above 50 years as one of its target groups and that 59,958 people above 50 years were included in the implemented measures in the selected period. These measures changed throughout the selected period, and new programmes and measures were introduced, allowing people above 50 years to participate in different trainings and courses; moreover, new subventions for the employers of this target group were also presented. The most effective of all the implemented measures was the employ.me programme. The paper proves that the situation on the labour market changes constantly, along with the measures imposed by the EES and aiming at people above 50 years, who can thus gain employment as well as attend trainings and courses.
