Abstract
Igre na srečo so se, tako kot njihova vloga skozi stoletja, spreminjale, obdržale pa so se vse do danes. Ni znano, kdaj točno so se pojavile, nekateri menijo, da obstajajo že od nastanka sveta. Glavna značilnost iger na srečo je naključje. To je edini faktor, ki določa izid igre. Pri tovrstnih igrah izkušnje in spretnosti nimajo vpliva na končni rezultat. Igre na srečo se delijo v dve skupini; klasične igre, pod katere spadajo številne loterije, in posebne igre na srečo, kjer igralec igra proti igralcu ali igralnici. Da lahko oseba postane prireditelj iger na srečo v Sloveniji, mora pridobiti koncesijo, ki jo dodeli Vlada RS. Največje število koncesij, ki je možno, pa je določeno z zakonom o igrah na srečo. Igre na srečo so panoga, kjer je potreben dober nadzor na vseh področjih. Z učinkovitim nadzorom se lahko prepreči marsikatere varnostne probleme pri potrošnikih in igrah. Nadzor nad izvajanjem iger na srečo izvaja Finančna uprava Republike Slovenije. Prirejanje iger na srečo in naloge Finančne uprave Republike Slovenije so urejene z Zakonom o igrah na srečo. Prepovedano je prejemanje vplačil za katerokoli storitev in prirejanje drugih storitev, ki so povezane z igrami na srečo, kjer koncesije ni. Z igrami na srečo je povezana tudi kriminaliteta. Povezani so različni premoženjski in krvni delikti. Loterije in igralnice so dobra krinka za pranje denarja, saj je zaradi veliko aktivnosti težko spremljati dejanski promet prihodkov in odhodkov. Zaradi pestrosti ponudbe in zavedanja ponudnikov o nedovoljenem prirejanju brez koncesije je nadzor zelo otežen, saj se prirejajo v zaprtih prostorih, v katere je vstop omejen. Prirejanje iger na srečo je izključna pravica Republike Slovenije in morajo potekati v nadzorovanem in urejenem okolju. Prav tako so zakonsko zaščitene mladoletne osebe in druge občutljive osebe. Za večino ljudi so igre na srečo le še en način zabave brez škodljivih posledic, prekomerno igranje pa se lahko razvije v resno finančno in psihično težavo. Vsi prireditelji iger na srečo s koncesijo spodbujajo odgovorno prirejanje in igranje le-teh.

Games of chance and their role in our society have changed during the history of our civilisation and it still remains important to this day. We can’t determine the exact time of when this phenomenon has emerged for the first time, but it is believed that games of chance in their simplest form have been present since the creation of the world as we know it. The main characteristic of games of chance are randomness or stochasticity. It is the sole factor that determines the end result of the game. Any previous knowledge or personal skills can’t affect the outcome. When games of chance involve anything of monetary value it is called gambling. Gambling may be further divided into classical gambling, such as lottery, and special gambling, where the player is betting against other players or a facility (e.g. a casino). In Slovenia, in order to legally organise any kind of gambling activity, one needs to obtain a concession which is provided by the Slovenian government. Gambling in Slovenia is regulated by the act called “Zakon o igrah na srečo”. Gambling is an industry that needs to be strongly regulated. Strict control is needed to prevent any potential fraudulent activities and to prevent any safety issues for it's consumers. Gambling activities are supervised by Financial Administration of the Republic of Slovenia. Different variations of property thefts, crimes like murder and money laundering are associated with gambling and organisation of gambling activities. The supervision and control of the gambling industry is especially difficult due to high demand and also high supply of this kind of activities. Illegal gambling is organised in underground places with restricted entrance. Rigged gambling is an exclusive right of the Republic of Slovenia and it must be organised in a controlled environment. Legislation protects minors and other vulnerable persons. For majority of people, gambling is just another way of having fun and has no negative consequences, but we must not forget about the excessive gambling, that can lead to an addiction and other financial problems or even mental problems (i.e. addictions). All providers of gambling games encourage responsible organising of and participation in gambling activities. |
