Abstract
Namen prispevka:
Namen prispevka je opisati, s kakšnimi težavami in dilemami so se organi za notranje zadeve (v nadaljevanju ONZ) srečevali v času družbenih sprememb v Sloveniji in Jugoslaviji ob koncu osemdesetih let ter kakšni so bili sistemski in zakonski pogoji za njihovo delovanje pred akcijo »Sever« in med njo. Prikazuje tudi, da so ONZ s to akcijo preprečili nastanek izrednih razmer v Sloveniji in zrušitev slovenskega vodstva ter da so s tem pomembno prispevali k procesom demokratizacije in h kasnejši osamosvojitvi Slovenije.
Metodologija:
Uporabljena je opisna metoda na osnovi razpoložljivih dokumentov in osebnih zapiskov ter strokovna literatura.
Ugotovitve:
»Mitinga resnice« v Ljubljani ni bilo, ONZ so ga dejansko uspeli preprečiti. V tem je gotovo največji uspeh akcije »Sever«. Angažiranje v akciji sodelujočih sil je zato bilo upravičeno, saj bi bile neposredne in posredne posledice mitinga lahko usodne za nadaljnji razvoj Slovenije. Na mitingu bi gotovo prišlo do množičnih izgredov, do kršitev javnega reda in miru, ogrožanja življenja ljudi in do uničevanja premoženja. Tako bi bila omajana stabilnost Slovenije in zavrti procesi demokratičnih družbenih sprememb.
V akciji »Sever« smo uživali podporo vseh državnih in družbenih organov v Sloveniji, in še posebej vseh državljank in državljanov, ki so nam bili pripravljeni nuditi vsakršno pomoč. Pogoji za delovanje ONZ so bili tako optimalni.
Med pripadniki ONZ v akciji ni bilo nobenega omahovanja. Spoštovanje ustavnega položaja Slovenije so bili pripravljeni zagotoviti z vsemi sredstvi, po potrebi tudi s silo.
Omejitve/uporabnost raziskave:
Ugotovitve analize se nanašajo izključno na ONZ v času družbenih sprememb v Sloveniji in Jugoslaviji ob preprečitvi »mitinga resnice« ob koncu 80-ih let. Uporabnost analize je zelo pomembna za razumevanje teh družbenih razmer in vloge ONZ oziroma Republiškega sekretariata za notranje zadeve (v nadaljevanju RSNZ) v tem času in času akcije »Sever«.
Praktična uporabnost:
Ugotovitve analize bodo uporabne kot prispevek k dokumentiranju pomembne vloge ONZ oziroma RSNZ ob koncu 80-ih let in v času akcije »Sever«.
Izvirnost/pomembnost prispevka:
Mesto in vloga ONZ oziroma RSNZ v času družbenih sprememb v Sloveniji in Jugoslaviji ter v akciji »Sever« je prvič predstavil takratni namestnik republiškega sekretarja za notranje zadeve, odgovoren za operativne zadeve.

Secondary abstract: |
Purpose:
This contribution aims to depict the special problems and dilemmas faced with by the interior affairs authorities (the IAA) at the time of social change in Slovenia and Yugoslavia in the late 80s, and the systemic and legislative circumstances of the IAA’s operation before and during Operation »Sever«. It also shows how the IAA averted a crisis situation in Slovenia and the intention of removing Slovenia's leaders from power, thus significantly contributing to the process of democratisation and facilitating Slovenia's independence.
Methodology:
The paper examines the documents, personal notes and expert resources by means of the descriptive method of research.
Findings:
As the IAA managed to obstruct it, »the rally of truth« was never held in Ljubljana. This was by all means the greatest accomplishment of Operation »Sever«. The forces which were engaged in the operation had performed their duties legitimately as the direct and indirect outcome of the rally could have proven fatal to Slovenia's progress. The rally would most definitely have resulted in mass riots, violations of public order, and jeopardize people's lives and property. This would gravely destabilise Slovenia and thwart transition to democratic social change.
Operation »Sever« enjoyed the support of all state authorities in Slovenia and, notably, that of its citizens who were ready to provide any assistance needed. The circumstances in which the IAA had to function were optimal.
Members of the IAA never hesitated to take action. They would have protected Slovenia's constitutional status at all times and with all resources available, including force, if necessary.
Research limitations/implications:
The outcomes of this analysis refer specifically to the IAA’s operation at the time of social change in Slovenia and Yugoslavia in the late 80s when »the rally of truth« was obstructed. The analysis is important for understanding social change and the IAA's role (i.e. the role of the Secretariat of the Republic of Slovenia for Interior Affairs) in this specific period and during Operation »Sever«.
Practical implications:
The analysis documents the important role of the IAA (i.e. the role of Secretariat of the Republic of Slovenia of Internal Affairs) in the late 80’s and during Operation »Sever«.
Originality/Value:
The significance of the IAA, i.e. the Secretariat, role during social change in Slovenia and Yugoslavia and during Operation »Sever« has been, for the first time ever, presented by the then Deputy Secretary of the Secretariat of the Republic of Slovenia of Internal Affairs who was in charge of operational activities. |
