Abstract

V diplomskem delu smo za razumevanje celotne vsebine najprej predstavili Specialno enoto policije Republike Slovenije in vlogo njenih pripadnikov v visoko tveganih kriznih situacijah. Opisali smo razgibano zgodovino in zanimiv razvoj specialne enote, njeno strukturo in naloge, povezane z visoko stopnjo tveganja za zdravje in življenja ljudi. Pri tem smo podrobneje predstavili njene pripadnike, ki delujejo znotraj specialističnega področja nasilnih vstopov v objekte v izjemnih okoliščinah, t. i. vdiralce. Razložili smo njihov pojav in nadaljnji razmah v specialni enoti ter njihovo delo ter vznemirljive naloge. Ob tem smo ugotavljali, ali se vdiralci pri svojem zelo zahtevnem delu pogosto srečujejo s kriznimi situacijami, katerih učinkovita razrešitev zahteva izvrstno psihološko pripravo. V nadaljevanju smo nazorno predstavili nastanek mednarodnega združenja ATLAS, katerega aktivna članica je tudi Specialna enota policije Republike Slovenije, in njegov živahen razvoj do danes. ATLAS sestavlja 38 protiterorističnih policijskih enot iz držav članic Evropske unije in nekaterih držav izven nje, ki delujejo na nacionalni ravni posamezne dežele. Obrazložili smo njegovo zakonsko podlago in pravne vire ter globalno poslanstvo in strateške cilje. Na kratko smo predstavili enega izmed njegovih strateških forumov, tj. forum Vstop, ki je bistven za področje nasilnega vdiranja, predvsem njegovo umestitev v strukturi ATLASA, kot tudi poenotenje skupnih standardov. Pri tem smo ugotavljali, kateri so mehanizmi za uspešno mednarodno sodelovanje specialne enote v okviru združenja ATLAS, s tem pa tudi koristi in dolžnosti za zagotavljanje varnosti v Republiki Sloveniji. Podrobneje smo opisali področje psihološke priprave vdiralcev, ki je zelo pomemben element za uspešno izvajanje najzahtevnejših varnostnih nalog. Identificirali in opisali smo določene zunanje ter notranje psihološke dejavnike, ki lahko vplivajo na vdiralce, in jih primerno podkrepili z znanimi dejstvi. Hkrati smo izpostavili metode za njihovo prepoznavo in pripravo ter jih ustrezno razčlenili in eksaktno ponazorili. Ob zaključku dela pa smo izrazili zanesljiv pomen psihološke pomoči in učinkovito vlogo podpore vsem vdiralcem. Skozi diplomsko delo smo ugotovili, da so vdiralci zelo izpostavljen člen v borbeni skupini, ki se pri nasilnem vdiranju v izjemnih okoliščinah vedno znova soočajo z izredno zahtevnimi situacijami, ki predstavljajo nenehno izpostavljenost visoki stopnji stresa. Psihološka pripravljenost vdiralcev mora zato biti na vrhunski ravni, s čimer se zagotavlja tudi njihovo zdravstveno stanje in kakovostno življenje po opravljenem delu v specialni enoti.

Secondary abstract: To understand the entire content of the diploma thesis, we initially introduced the Special unit of the Republic of Slovenia police and the role of its members in high-risk situations. We described its varied history and interesting development, its structure and tasks associated with a high level of risk to people’s health and their lives. We presented in more detail its members who work within the specialist field of violent entry into buildings in exceptional circumstances, i.e. the breachers. We explained their occurrence and further expansion in the special unit, and their exciting tasks. We also established whether the breachers, on implementing their extremely demanding work, frequently face crises situations, whose effective outcome requires excellent psychological preparation. Furthermore, the diploma thesis outlined the origin of the international ATLAS Network, of which the Special unit of the Republic of Slovenia police is an active member, and its vibrant recent developments. ATLAS consists of 38 counter-terrorism police units from the EU Member States and some non-EU Member States, operating at the national level of an individual country. We explained its legal basis and legal resources, its global mission and strategic goals. We also briefly presented one of its strategic forums, the Forum Entry, which is essential in the field of violent break-in, namely its position in the ATLAS structure, and the harmonisation of common standards. Simultaneously, we established the mechanisms for successful international cooperation of the special unit within ATLAS Network and thus also the benefits and duties for ensuring security in the Republic of Slovenia. We described the area of psychological preparation of breachers, as an important element for successful implementation of the most demanding security tasks. We identified certain external and internal psychological factors that may affect the breachers, and appropriately substantiate them with established facts. We outlined the methods for their identification and preparation, analysed and illustrated them properly. Finally, we expressed strong importance of psychological assistance and the effective role of supporting all breachers. Through my diploma thesis we found out that breachers are a very exposed link of the combat group, who in violent breaks-in in exceptional circumstances repeatedly face extremely demanding situations, representing constant exposure to high-level stress. For this reason, breachers definitely need top-notch psychological preparation, which also ensures their health condition and quality life when off duty.
