Abstract

Vzdrževanje materialnih sredstev (MS) je namenjeno ohranjanju zanesljivosti letal in s tem tudi zagotavljanje sposobnosti, da pri predpisanih pogojih uporabe delujejo brezhibno, s čimer se omogoči izvedbo nalog enot SV v okviru mirovnih operacij in v vojnih razmerah. Bistvene naloge s področja oskrbe je, da z načrtovanim in sistematičnim koriščenjem materialnih virov in zalog zagotovimo optimalno, pravočasno in neprekinjeno oskrbovanje poveljstva in PE 15. PVL z MS in storitvami oskrbnega razreda, ki so potrebni za delovanje. Oskrbovanje je potrebno izvajati s spoštovanjem načel pravočasnosti, preglednosti, popolnosti, točnosti, odgovornosti, usklajenosti in varnosti. Poleg tega je zelo pomembno, da se spoštujejo in dosledno izvajajo tudi zakoni, predpisi, navodila, SOP in ukazi, ki opredeljujejo področje oskrbe v slovenski vojski. Pri načrtovanem tehničnem vzdrževanju ne pride do večje problematike, saj se to izvaja v skladu z letnim ukazom za vzdrževanje. Pri tem se upoštevajo že znane potrebe tehničnega vzdrževanja, ki izhajajo iz načrtovane uporabe MS. V tem primeru ni izključno, da pri samem izvajanju vzdrževanja lahko pride do ugotovitve, da je prišlo do dodatnih možnih okvar, ki jih seveda pristojni uspešno odpravijo. Nekoliko drugače je pri vzdrževanju in popravilih na mednarodnih operacijah in misijah. Tu morajo biti enote poleg osnovnega vzdrževanja usposobljeni še za hitra popravila. V tem primeru gre za hitro in krajše popravilo na kraju, kjer so nastale poškodbe oziroma okvara. V SV se tehnično vzdrževanje velikokrat izvaja pri zunanjih izvajalcih, in sicer predvsem kadar enota za tehnično vzdrževanje nima zadostne tehnične podpore, kadra ali usposobljenosti. Tudi za ta dva načina vzdrževanja je seveda potrebno upoštevati direktivo. Kljub finančni omejitvi, mogoče kdaj slabi komunikaciji, množični papirizaciji, carinjenju in upoštevanju direktiv, smo prišli do ugotovitve, da SV uspešno izvaja oskrbovanje letal z nadomestnimi deli, ki smo ga predstavili, saj to upravljajo osebe, ki so usposobljene vsak na svojem področju.

Secondary abstract: The maintenance of the material sources (MS) is dedicated to the preservation of security of aircraft and thus ensuring the the ability to to the prescribed terms and conditions of use of the work running smoothly, in order to allow for the implementation of the tasks of the units of Slovenian army christopher, in the context of peace-keeping operations, and in a war situation. The essential tasks in the area of supply, the planned and systematic utilizing of the material resources and supplies, providing optimal, timely, and continuous supply of the headquarters and the PE is 15. PVL diagnosed with MS and the services of the oskrbnega of the class, which is required for the operation. Distribution is to take place with due respect for the principles of timeliness, transparency, completeness, accuracy, accountability, compliance, and safety and security. In addition to this, it is very important that you abide by, and strictly carry out laws, regulations, guidelines, SOPS, and orders, which define the scope of supply of the Slovene armed forces. The planned technical maintenance will not cause a major problem, as it is carried out in accordance with the season, the type of service. In doing so, take into account the known needs for technical maintenance services, arising out of the use to be made of the MS. In this case, it is not limited to that in the performance of maintenance, you can come to the conclusion that there is an additional potential defects, which are, of course, competent to successfully eliminate it. A little different in the maintenance and repair of the international operations and missions. There must be a unit, in addition to the basic maintenance of trained, for a quick repair. In this case, it is the speed, and the less repair to the place where the resulting damage or defect. In the NE the technical maintenance is often carried out by external providers, and, in particular, when a unit of the technical maintenance does not have sufficient technical support staff, or the training. Also to this, there are two ways of maintenance is of course necessary to take into account the directive. In spite of the financial limitations can ever be bad communication, mass papirizaciji, customs clearance, and the light of the directives applied, as we have come to the conclusion that the NE is successfully carried out the fuelling and provisioning of aircraft spare parts which we are presented, as this is managed by people who are skilled, each in his own field.
