participativni proračun slovenskih občin na študiji primera Občina Ajdovščina
Abstract
Participativni proračun vsebuje elemente deliberacije in predstavlja mehanizem participativne demokracije. V svetu je priljubljen že nekaj desetletij. Kljub temu je ta projekt, ki del denarja iz občinskega proračuna namenja pobudam, ki jih predlagajo občani, posebej v Sloveniji relativno nov in slabo poznan. Z njim naj bi državljani razvijali kritično zavedanje o družbi, krepili občutek za pravičnost ter za svoje dolžnosti in pravice. Dober program krepi javne razprave, pri katerih je bistveno tehtanje različnih vidikov obravnavane tematike. V zadnjih letih se vse več slovenskih občin odloča zanj; pri tem sledijo zgledu občine, ki je izpeljala že dva procesa. To je občina Ajdovščina, ki jo v diplomskem delu obravnavam kot študijo primera. Analiziram izvajanje procesa, pri čemer analiziram zaključno poročilo zadnje izvedbe, lastno opazovanje z udeležbo in intervjuje z izbranimi ključnimi akterji (župan občine Ajdovščina Tadej Beočanin, zunanja izvajalca projekta Alenka Blazinšek in Matej Cepin ter predsednik krajevne skupnosti Lokavec v občini Ajdovščina Angel Vidmar). Glavni cilj diplomske naloge je poglobljena predstavitev participativnega proračuna. Ob tem odgovarjam na vprašanja: kaj so elementi, ki jih tak projekt mora vsebovati za uspešno izvedbo, kako se dana slovenska izvedba razlikuje od tujih praks, s čim pritegniti občane k udeležbi, kaj od skupnega sodelovanja odnesejo občani in kaj občina, značilnosti tistih, ki so participirali, ter na kakšen način in zakaj se med različnimi območji pojavljajo razlike znotraj različnih nivojev participacije.

The System of Deliberative Democracy: Participatory Budget of Slovenian Municipalities on the Case Study of Ajdovščina Municipality |

The participatory budget includes the elements of deliberation and represents a mechanism of participatory democracy. In the world, it has been popular for several decades. Despite that, it is a relatively new and poorly known project in Slovenia, which dedicates a part of the money from the municipality budget for the incentives proposed by residents of municipalities. Thus, the citizens should develop critical awareness about the society and strengthen the feeling for justice and their duties and rights. A good program strengthens the public discussion and the discussions in which analyzing different perspectives of the discussed matter is essential. For the last years, more and more Slovenian municipalities decide on such a budget. In the process, they follow the example of the municipality who has already conducted two rounds of the mentioned budget. This is Ajdovščina municipality which I discuss as a case study in the bachelorʼs thesis. I analyze the performance of the process, i.e. the final report of the final performance, my own participatory observation, and interviews with the selected key actors (the mayor of the Ajdovščina municipality Tadej Beočanin, external performers of the project Alenka Blazinšek and Matej Cepin, and the president of the Lokavec local community in the Ajdovščina municipality Angel Vidmar). The main goal of the bachelorʼs thesis was an in-depth presentation of the participatory budget. Besides, I respond to the questions: what are the elements which such project has to include for a successful performance, how Slovenian and foreign practices differ, how to attract the residents of the municipality to participate, what the benefit of the residents of the municipality is from the common cooperation and what the benefit of the municipality is, the characteristic of those who cooperated, and in what way and why there are differences within different levels of participation between different areas. |
