Abstract

Krize spremljajo življenja ljudi skozi celotno zgodovino njihovega obstoja. Krize močno prizadenejo temeljne človekove vrednote, zato je ključno, da se jim ustrezno prilagodimo in tudi razvijemo ustrezne mehanizme kriznega upravljanja in vodenja, ki so predpogoj za minimiziranje razdiralnih učinkov kriz. Na svetu ni družbe oziroma države, ki bi bila varna pred krizami, vendar so nekatere zaradi specifične geografske lege in različnih naravnih pojavov bolj ogrožene kot druge. Ena izmed takšnih je tudi otoška država Islandija. Visoka frekvenca vulkanske aktivnosti in z njo povezanih nevarnosti je doprinesla k razvoju kompleksnega sistema kriznega upravljanja in vodenja. Islandija pri obvladovanju omenjenih groženj stavi na vzajemno sodelovanje akterjev različnih strok in znanj, kar pa je bilo mogoče opaziti tudi v primeru izbruha vulkana Eyjafjallajökull leta 2010. Omenjen izbruh je zelo dober pokazatelj dejstva, da krize niso omejene na državne meje. Tako je izbruh omenjenega vulkana ohromil letalski promet v Evropi, istočasno pa tudi prizadel življenja tamkajšnjih prebivalcev. Kot v vseh krizah se je tudi v primeru izbruha Eyjafjallajökull izkazala pomembnost predhodnega načrtovanja ukrepanja ob krizah.

Secondary title: Crisis management in the eruption of the Eyjafjallajökull vulcano
Secondary abstract: Crises have been accompanying humankind since ever. Since fundamental human values are severely affected by the crises, it is crucial that we adapt to them and develop appropriate crisis management and disaster management mechanisms, which are a precondition for minimizing the disruptive effects of crises. No society or state is safe from the crises, but some are more endangered than others due to their specific geographical location and various natural phenomena. One of them is the island state of Iceland. High frequency of volcanic activity and related hazards has contributed to the development of a complex crisis management system. Iceland relies on the cooperation of actors of different disciplines in the management of these threats. This was also observed in the case of the eruption of the Eyjafjallajökull volcano in 2010. The eruption became a textbook example of the fact that crises are not limited to national borders. The eruption of the volcano paralyzed air traffic in Europe, and at the same time affected the lives of the local citizens. As in all crises, in the event of an Eyjafjallajökull eruption, the importance of crisis planning has been demonstrated.
