Abstract

Pri staranju prebivalstva gre za aktualen problem, ki se pojavlja v različnih državah sveta in se ga ne sme prezirati. V zadnjih letih je prišel do izraza tudi v Sloveniji in Nemčiji, torej v dveh državah, ki se razlikujeta po velikosti in gospodarski moči. V splošnem se staranje prebivalstva odraža v večanju števila starejših, upokojencev in v manjšanju mladega prebivalstva, na trgu dela pa v manjšanju števila aktivnih in delovno aktivnih ter v večanju neaktivnega prebivalstva. Staranje prebivalstva je rezultat različnih dejavnikov, med katerimi sta glavna dolgoročno zniževanje stopnje rodnosti in dolgoživost. Njegove posledice in učinki so vidni na različnih področjih: v gospodarstvu, politiki, zdravstvu, javnih financah in na trgu dela. Podaljševanje delovne dobe, zvišanje upokojitvene starosti, migracije, aktiviranje potencialne delovne sile, zgodnejši vstop na trg dela in avtomatizacija so zgolj nekateri možni ukrepi, ki lahko upočasnijo in omilijo učinke staranja prebivalstva. Po projekcijah sodeč se je problematika staranja v zadnjih nekaj letih šele pričela in se bo v prihodnosti okrepila.

Secondary abstract: The ageing of the population is today one of the main issues, which occurs in different countries around the world and should not be despised. In recent years, it has also come to the fore in Slovenia and Germany, that is in two countries, which differ in the size and economic power. Ageing of the population is reflected in an increase in the number of the elderly, pensioners and in a decrease in the young population, while on the labour market it is reflected in a decrease in the number of active and employed persons and in an increase in the inactive population. There are many factors, that induce the mentioned problem. The main two ones are the long-term decline of the fertility rate and longevity. Its consequences and effects are visible in various fields: in the economy, politics, health, public finances and on the labour market. Prolonging working life, raising of the retirement age, migration, activating the potential workforce, earlier entry into the labour market and automation are just some of the possible solutions that can slow down and mitigate the effects of an ageing population. According to projections, the problem of ageing has just begun in the recent years and will intensify in the future.
