Abstract
Kandidati za voznike motornih vozil se v šolah vožnje ne naučijo zgolj upravljati z motornim vozilom, temveč tudi, kako varno voziti v cestnem prometu. V procesu poučevanja pridobivajo najbolj ključne izkušnje, da ostanejo varni vozniki tudi v kasnejšem življenju. S tega vidika je dejavnost šol vožnje prav gotovo pomembna dejavnost in zaradi tega je bilo treba nad njo vzpostaviti primeren nadzor. S prihodom Javne agencije RS za varnost prometa se je na tem področju marsikaj spremenilo – šole vožnje niso pod nadzorom samo s strani Javne agencije, ampak tudi s strani Policije in Inšpektorata za delo in Infrastrukturo. Leta 2017 je tudi bila sprejeta novela Zakona o Voznikih, ki je precej zaostrila kadrovske pogoje za delo v šoli vožnje. Diplomsko delo se osredotoča na strokovni nadzor nad strokovnostjo in zakonitostjo dejavnosti šol vožnje, ki ga vrši Javna agencija. Diplomsko delo je nastalo tudi z namenom, da se prikaže mnenje učiteljev vožnje o trenutnem nadzoru ter njihovi predlogi za njegovo izboljšanje. Poleg tega sta v diplomskem delu predstavljeni organizaciji Javne agencije in Združenja šol vožnje Slovenije ter njuno delovanje, predstavljeni so zakonski predpisi za dejavnost šol vožnje in podatki o izvedenih strokovnih nadzorih nad šolami vožnje v obdobju od leta 2013 do leta 2019. S pomočjo primerjave teh podatkov, ki smo jih razdelili v dve obdobji, smo potrdili hipotezo. Strokovni nadzor AVP je dober in uspešno preprečuje zakonske kršitve šol vožnje. Podatki o mnenju učiteljev vožnje so bili pridobljeni s pomočjo spletnega anketnega vprašalnika 1ka, ki je bil preko elektronskega sporočila posredovan 99 šolam vožnje po Sloveniji. Pri tem je raziskovalni vzorec obsegal 49 v celoti izpolnjenih anket, 16 pa jih je bilo delno izpolnjenih. Analiza rezultatov anketnega vprašalnika je pokazala, da učitelji vožnje večinoma poznajo namen nadzora ter so mnenja, da je potreben. Vendar nihče od sodelujočih ni imel zelo dobrih izkušenj s temi nadzori. Vsi pa so mnenja, da bi se lahko nadzor precej izboljšal, če bi se upoštevalo njihove predloge.

In driving schools, motor vehicle driver candidates are taught not only how to drive a motor vehicle, but also how to safely participate in road traffic. In the learning process, they gain key experience that can help them remain safe drivers also later in life. From this perspective, driving school activities are very important, which is why they have to be appropriately supervised. With the introduction of the Slovenian Traffic Safety Agency (STSA), this field has changed considerably – driving schools are supervised by the STSA as well as by the police and the Labour and Infrastructure Inspectorates. In 2017, the amending Drivers Act came into force, restricting personnel conditions for work in driving schools. This paper focuses on the supervision of professionalism and legality of driving school activities, which is exercised by the STSA. The aim of the paper is to show the opinion of driving instructors on the current supervision and present their suggestions on how to improve it. In addition, the paper presents the STSA and the Driving Schools Association of Slovenia as well as their operations. Moreover, legal provisions for driving school activities are also outlined, along with the data on the performed supervisions of driving schools in the period from 2013 to 2019. With the help of these data, divided into two periods, our hypothesis was confirmed. The STSA's supervision is effective and successfully prevents driving schools from violating the law. The data on the opinion of driving instructors were obtained through an online survey tool, 1ka, and the survey was sent to 99 driving schools in Slovenia. The research sample comprised of 49 entirely filled out surveys and 16 partially filled out surveys. The analysis of research results showed that driving instructors are mostly familiar with the purpose of supervision and that they deem it necessary. However, none of them has had a positive experience with supervisions. They all believe that the supervision process could be improved if their suggestions were adopted. |
