Abstract
Nesporno dejstvo je, da živimo v dobi migracij (Castles in Miller v Bučar Ručman, 2014). Migracije obstajajo, odkar obstaja človeštvo, v določenih časovnih obdobjih so jih nekatere države prevzemnice celo spodbujale. Med t. i. begunsko krizo v letih 2015 in 2016 je Evropska unija spodbujala migracije, da bi s tem omilila staranje prebivalstva EU in potrebo po delovni sili, a prišlo je do migracijskega vala, ki ga EU nikakor ne zna in ne zmore zaustaviti.
Ena izmed nalog slovenske policije je delo na področju varnosti državne meje ter nedovoljenih migracij in tujcev. Policija Postaje letališke policije je edina tovrstna v slovenski policiji, ki deluje na mednarodnem letališču in kot takšna predstavlja vstop na schengensko območje. V njeni pristojnosti so zato nadzor prehajanja državne meje, njeno varovanje, preiskovanje kaznivih dejanj in prekrškov na državni meji ter mejnih incidentov, preprečevanje nedovoljenih migracij in operativne naloge v zvezi s tujsko zakonodajo.
V diplomskem delu so najprej pojasnjeni teoretični pojmi ter predstavljeni delo izbrane postaje, naloge in ukrepi, ki jih policisti Postaje letališke policije Brnik izvajajo pri preprečevanju in odkrivanju nedovoljenih migracij. V drugem delu je predstavljen statistični pregled izvedenih ukrepov od leta 2012 do leta 2018 na področju preprečevanja in sankcioniranja nedovoljenih migracij, ob tem so izpostavljeni pomen in posledice migracijskega toka v letih 2015 in 2016.

It is an indisputable fact that we live in the period of migrations (Castles and Miller in Bučar Ručman, 2014). People have migrated since the beginning of humankind; in certain periods, some acquiring countries even encouraged migrations. During the so-called refugee crisis between the years 2015 and 2016, the European Union promoted migrations to alleviate the ageing of the EU populations and reduce the need for workforce; however, this resulted in the wave of migration that the EU has not been able to stop in any way.
One of the tasks of the Slovenian Police is ensuring state border security, restricting illegal migrations and preventing foreigners from illegally entering Slovenia. The Airport Police Station is the only one of its kind in the Slovenian Police that works on an international airport and as such represents an entering point into the Schengen Area. It deals with surveillance of state border crossing, protection of the state border, investigation of criminal offenses and violations at the state border and border incidents, prevention of illegal migrations and operational tasks in relation to foreign legislation.
The paper first explains the theoretical terms and presents the work, tasks and measures carried out by the Brnik Airport Police Station in preventing and detecting illegal migrations. The second part presents the statistical overview of measures implemented between the years 2012 and 2018 in the field of prevention and sanctioning of illegal migrations. Moreover, the significance of the wave of migration in the period from 2015 to 2016 is presented, along with its consequences. |
