Abstract
Zaradi razmaha terorizma in najtežjih oblik kriminalitete so države ustanovile policijske specialne enote. Pripadniki enot so dobro usposobljeni in ustrezno opremljeni, da lahko delujejo v situacijah in nalogah, ki pomenijo visoko tveganje tako za udeležence kot tudi za njih same. V diplomskem delu so predstavljene slovenska Specialna enota (SE), španska specialna enota (GEO) in portugalska specialna enota (GOE). Opisan je njihov nastanek oziroma zgodovina, naloge, organizacijska sestava, selekcijski postopek, usposabljanje, pripadniki enot (specialci) in oprema, ki jo uporabljajo pri svojem delu. Primerjalna analiza treh specialnih enot pokaže, da so si v nekaterih značilnostih med seboj zelo podobne. Glavna podobnost je, da so se vse tri enote razvile kot posledica terorističnih dejanj in da je njihova primarna naloga protiteroristično delovanje. Podobne so tudi ostale naloge, ki jih opravljajo pripadniki, ter selekcijski postopek in usposabljanje. K temu deloma prispeva tudi dejstvo, da so tako slovenska, španska kot tudi portugalska specialna enota članice mednarodnega združenja protiterorističnih enot Atlas in da tesno sodelujejo tudi z ostalimi enotami po svetu. Med seboj se razlikujejo predvsem v organizacijski sestavi in tudi opremi, ki jo premorejo tako za operacije in naloge, ki jih opravljajo, kot tudi za opremljanje specialcev.

Due to the spread of terrorism and the most serious forms of crime, countries have set up special police units. Members of the units are well trained and properly equipped to be able to act in situations and tasks that present a high risk to both the participants and themselves. The paperwork is based on the descriptions of the Slovenian special unit (SE), the Spanish special unit (GEO), and the Portuguese special unit (GOE). Their origin or history, tasks, organizational structure, selection procedure, trainings, members of units and equipment that they use in their work are presented. A comparative analysis of the three special units shows that they are very similar in some characteristics. The main similarity is that all three units developed as a result of terrorist acts and their primary task is counter-terrorism action. Other tasks performed by members are similar, as well as the selection process and training. The fact that the Slovenian, Spanish and Portuguese special units are members of the international association of anti-terrorist units Atlas adn that they also work closely with other units around the worlds may partly contribute to this. It. They differ from each other mainly in the organizational structure and also in the equipment they have for the operations and tasks, as well as for equipping members of the special forces. |
