Abstract

Zdravje postaja vedno bolj pomembno za gospodarski razvoj, konkurenčnost in produktivnost, zato si države prizadevajo, da bi bili njihovi zdravstveni sistemi čim boljši in učinkoviti. Sistemi zdravstvenega varstva predstavljajo zelo široko in zapleteno področje. V njem se prepletajo tako vloge uporabnikov in izvajalcev zdravstvenih storitev kot plačnikov in regulatorjev ter odločevalcev. Demografske in tehnološke spremembe so v zadnjem desetletju glavni razlog, da se večina držav v svetu in Evropi, kakor tudi v Sloveniji, srečuje s problematiko financiranja zdravstva in finančno vzdržnostjo zdravstvenih sistemov. Uspešnost financiranja vsakega zdravstvenega varstva se kaže prav v zbiranju zadostnih finančnih sredstev. V Sloveniji se bomo soočili z zmanjšanjem delovno sposobnega prebivalstva, ki predstavlja glavne plačnike prispevkov v sistem zdravstvenega in pokojninskega zavarovanja, in s povečanjem izdatkov, ki so povezani s staranjem prebivalstva. Slovenija mora poiskati nove, zadostne in stabilne vire za financiranje zdravstvenega varstva. To bo dosegla s korenitimi reformami, ki so bile do sedaj neuspešne ali pa nedorečene. Slovenija ima po oceni domačih in tujih strokovnjakov na področju zdravstva trenutno še vzdržno financiranje. Sistem financiranja je dober tako glede pravičnosti kot tudi dostopnosti, vendar bi ohranjanje sedanjih sistemov socialne zaščite tudi v bodoče postalo nevzdržno.

Secondary title: Financial evaluation of Slovenian public health institutions on secondary care level using business indicators
Secondary abstract: Health is becoming more and more important for economic development, competitiveness and productivity, and therefore countries strive to make their health systems as good and efficient as possible. Health care systems represent a very broad and complex area. It also intertwines the roles of patients, health care providers, payers, regulators, government and the lay public. In the last decade, demographic and technological changes have been the main reason why most countries in the world, as well Slovenia, face the issue of health financing and the financial sustainability of health care systems. Success of financing each health care is reflected in the collection of sufficient financial resources. Slovenia, will face a reduction of the working age population, which represents the main contributors to the health and pension insurance system, and the increase in expenditure, related to the aging of the population. Slovenia needs to find new, sufficient and stable sources for financing health care. This will be achieved through radical reforms that have been unsuccessful or unproven so far. According to foreign and domestic expert’s opinion in this field, Slovenia has, for now, still sustainable health financing. The funding system is good both in terms of fairness and accessibility, however, continuing with the same social protection system, will become unsustainable.
