Abstract

Zaposleni v policiji se pri svojem delu dnevno srečujejo s situacijami, v katerih so potrebne hitre in razumne odločitve. Svoje delo morajo opraviti pravilno tako z vidika zakonitosti kot etičnosti. Policijski poklic je z etičnega vidika zelo občutljiv, saj mora policist ščititi svobodo vseh državljanov pred nasilnim poseganjem kršilcev v svobodo in dostojanstvo drugih. V diplomski nalogi so uvodoma predstavljeni pojmi etika, morala, integriteta ter poslovna in poklicna etika. Različni etično-moralni kodeksi predstavljajo vzorec vedenja in delovanja v posamezni družbi. Policisti spadajo med javne uslužbence, ki morajo svoje delo in naloge opravljati v javnem interesu. Od njih se pričakuje odgovorno ravnanje in delovanje na podlagi splošno priznanih etičnih norm. Le policisti z visoko stopnjo integritete lahko svoje delo opravljajo v skladu s pričakovanji in z zahtevami družbe. Naloga se osredotoča na razumevanje določil kodeksa policijske etike s strani javnosti in preverjanje njegovega izpolnjevanja in upoštevanja s strani zaposlenih v policiji. V nalogi je podrobno opisana vsebina temeljnih načel in določb kodeksa, ki so v pomoč policistom pri opravljanju njihovega poklica. V empiričnem delu naloge je predstavljena metoda anketiranja in vsebina vprašanj, zastavljenih anketiranim. Glavni cilj raziskave je s pomočjo ankete pridobiti mnenje slovenske javnosti o pomembnosti načel Kodeksa policijske etike. Rezultati ankete kažejo, da je slovenska javnost z vsebino Kodeksa policijske etike seznanjena le v majhni meri. Vendar pa se anketirancem zdi uporaba načel, zapisanih v kodeksu, zelo pomembna za opravljanje vsakdanjega dela policistov, a so mnenja, da jih policisti pri svojem delu dejansko ne upoštevajo vedno. Iz rezultatov ankete je razvidno tudi, da je stopnja zaupanja v slovensko policijo visoka.

Secondary abstract: Employees of a police force are daily being faced with situations where quick and reasonable decisions are required. Their job must be done correctly, both in terms of legality and ethics. Every police officer is obligated to defend the freedom of all citizens against the violent invaders of their freedom and dignity, which makes the police profession immensely ethically delicate. The diploma work initially presents the notions of ethics, morality, integrity and business and professional ethics. A pattern of people's behaviour and actions in a particular society is represented by the various codes of ethics and morality. Police officers belong to the civil servants, who must carry out their work and duties in the public interest. They are expected to behave responsibly and act based on generally recognized ethical standards. Only police officers with the high level of integrity can perform their job in accordance with expectations and demands of the society. The diploma focuses on the public's understanding of the demands of the Slovenian police ethics code on one side, and the verification of its compliance and abiding by the employees of the Slovenian police force on the other. The diploma contains a detailed description of the content of its fundamental principles and provisions. In the empirical part of a diploma, the interview method and the content of the questions, set to the interviewees, are presented. The main goal of the survey is to obtain a public opinion on the importance of the principles of the Slovenian police ethics code. The results of the survey indicate, that Slovenian public is only to a lesser extent aware of the content of the Slovenian police ethics code. Nevertheless, it is very important to the respondents, that the ethical principles, set in the code, are applied to the daily work of police officers, although their assessment is, that the police officers do not always abide them. The results of the survey also suggest that the amount of trust in Slovenian police is high.
