Abstract

Tema diplomskega dela je analiza delovanja Svetovne zdravstvene organizacije s poudarkom na sistemu financiranja in značilnostih, ki veljajo za medvladne organizacije. Financiranje Svetovne zdravstvene organizacije, kot tudi drugih medvladnih organizacij, je pomemben dejavnik uspešnosti delovanja organizacije, a je pomanjkanje virov hkrati eden glavnih problemov, s katerim se organizacija sooča. Namen diplomskega dela je predstaviti delovanje Svetovne zdravstvene organizacije in drugih medvladnih organizacij, sistem financiranja, odkriti glavne probleme, s katerimi se organizacije soočajo, raziskati, ali je javnost naklonjena delu, ki ga le-te opravljajo, ter ugotoviti, kakšna je stopnja zaupanja v delovanje teh organizacij. S pomočjo anketnega vprašalnika smo prišli do ugotovitev, da je zaupanje v delovanje Svetovne zdravstvene organizacije in drugih medvladnih organizacij srednje visoko, predvsem pa je višje kot zaupanje v delovanje domačih in tujih političnih institucij. Na podlagi ankete lahko izpostavimo, da je delo teh organizacij potrebno, njihove pomembnosti in razlogov za obstoj pa se pogosto zavemo šele ob negativnih dogodkih. Diplomsko delo se osredotoča na probleme, s katerimi se soočajo Svetovna zdravstvena organizacija in druge medvladne organizacije v današnjem času. Čeprav je poslanstvo Svetovne zdravstvene organizacije skrb za zdravje vseh ljudi, pa so ravno težave, s katerimi se sooča, tiste, ki organizacijo oddaljujejo od njenega poslanstva. Da se bo Svetovna zdravstvena organizacija lažje prilagodila potrebam današnjega časa, bo morala narediti ključne spremembe v svoji organiziranosti, posodobiti sistem financiranja in si postaviti jasno vizijo, z naštetim pa si bo povrnila tako ugled kot zaupanje ljudi v njeno delovanje.

Secondary abstract: This diploma thesis analyses the World Health organization's operation with the emphasis on its funding system and other characteristics that apply to intergovernmental organizations. Funding of the World Health Organization, as well as other intergovernmental organizations, is a significant factor for an organization's success; however, the lack of resources is also one of its main problems. The purpose of the thesis is to present the work of the World Health Organization and other intergovernmental organizations, to describe the funding system, to identify the organizations' main problems, to discover whether the public is in favour of their work and to determine the public level of confidence in the work of these organizations. Based on the results of the aforementioned questionnaire, we can conclude that the level of confidence in the work of the World Health Organization and other intergovernmental organizations is moderately high. More importantly, it is higher than the level of confidence in the work of domestic and foreign political institutions. Based on our survey, we can point out that the work of these organizations is necessary. Often, it is the occurrence of negative events that makes us appreciate the importance and existence of such organizations. The diploma thesis focuses on the problems the World Health Organization and other intergovernmental organizations are faced with nowadays. Although the mission of the World Health Organization is the concern for the health of all people, its problems are the reason the organization is drifting away from this. For the World Health Organization to adapt to today's needs, it will need to make key changes to its organization, modernize its funding system, and set a clear vision. It will thus regain both its reputation and people's confidence in its work.
