Abstract
Za zagotavljanje varnosti v lokalnih skupnostih je v prvi vrsti poleg prebivalcev odgovorna policija. V zadnjih letih pa so tudi občine začele pridobivati vse večjo vlogo pri zagotavljanju varnosti. Sodobni pristopi zagotavljanja varnosti temeljijo na sodelovanju in partnerstvih. Poleg sodelovanja državnih organov, lokalnih skupnosti, občinskih redarstev ter drugih so za zagotavljanje varnosti ključni tudi prebivalci sami. Sodelovanje med policijo in prebivalstvom zajema koncept policijskega dela v skupnosti, ki predstavlja način približevanja policije prebivalstvu in korak k skupnemu reševanju problemov in zagotavljanju varnosti. Namen policijskega dela v skupnosti je ugotavljanje in reševanje varnostnih problemov. V okviru občin pa delujejo varnostni sosveti, kjer se srečujejo predstavniki policije, občine, šol, socialnih služb, nevladnih organizacij, zasebnih podjetij ter drugih z namenom prepoznavanja problemov v skupnosti.
V raziskavi o načinih zagotavljanja varnosti in o delu policije v občinah Ajdovščina in Vipava smo ugotovili, da so anketiranci najbolj naklonjeni vključevanju varnostnih vsebin v izobraževalni proces vrtcev in šol ter varni poti v šolo. Najmanj pa so naklonjeni najemu storitev zasebnih varnostnikov ter povečanju pooblastil občinskim redarjem. Anketiranci so policiste najbolj uspešno ocenili pri nudenju pomoči pri zaščiti in reševanju ter pri varovanju življenja. Najslabše ocene pa so policisti dobili pri preiskovanju gospodarske kriminalitete in preprečevanju vandalizma. Ob primerjavi lastne raziskave z raziskavo Varnost v lokalnih skupnostih 2017, je bilo ugotovljeno, da so anketiranci naklonjeni večjemu številu policistov v primerjavi s celotno Slovenijo, ter da so manj oz. enako naklonjeni večanju pooblastil občinskim redarjem. Ob primerjavi ocenjevanja uspešnosti nalog in dolžnosti policije je bilo ugotovljeno, da anketiranci naloge in dolžnosti policije ocenjujejo nižje kot pa prebivalci celotne Slovenije.

Ways of ensuring safety/security and police work in municipalities of Ajdovščina and Vipava |

Besides the residents, the police are primarily responsible for ensuring safety/security in local communities. In recent years, however, municipalities have also begun to gain an increasing role in ensuring security. Modern approaches to security are based on cooperation and partnerships. In addition to the cooperation of public authorities, local communities, municipal police and others, the residents are also key to ensuring security. Police-residents cooperation encompasses the concept of community policing, which is a way of bringing the police closer to the residents and a step towards joint problem solving and ensuring security. The purpose of community policing is to identify and address security issues. Within the municipalities, there are security counsels, where representatives of the police, municipalities, schools, social services, non-governmental organizations, private companies and others meet in order to identify problems in the community.
In a research on ways of ensuring safety/security and police work in municipalities of Ajdovščina and Vipava, we found out that respondents are most in favour for including safety content in the educational process of kindergartens and schools and for safe routes to school. The respondents were least in favour of hiring the services of private security companies and increasing the powers of municipal wardens. Respondents rated police officers most successfully in providing assistance in protection and rescue plans and protecting lives. Investigating the economic crimes and vandalism were rated the lowest. Comparing own research with research Safety and Security in Local Communities, 2017, found that respondents are in favour of a larger number of police officers compared to the whole Slovenia. But they are less or equally in favour to increasing the powers of municipal wardens. Comparison of the evaluations of success of police officers conducting their tasks and duties, showed that the respondents evaluated the tasks and duties lower than the inhabitants of the whole of Slovenia. |
