Abstract

Integracija je vezno tkivo varnosti v Evropski uniji, ki se počasi, vendar vztrajno, širi na območje Zahodnega Balkana. Predmet diplomskega dela je vpliv integracije Bosne in Hercegovine v Evropsko unijo na varnost Bosne in Hercegovine. Teoretični del obravnava povezanost varnosti in integracije ter pojasnjuje pojem evropeizacije. Tudi s pomočjo intervjuja nato problematiziram poimenovanje regije Zahodni Balkan. Kratek pregled pristopnih pogajanj držav na Zahodnem Balkanu in Evropske unije osvetljuje napredek držav v regiji. Nato diplomsko delo opisuje pristopna pogajanja Bosne in Hercegovine in na kratko analizira prisotnost Evropske unije v Bosni in Hercegovini v okviru mednarodne vojaške operacije, pretekle policijske misije in njeno vlogo pri nedokončani reformi varnostnega sektorja Bosne in Hercegovine. Iz poročil Evropske komisije o širitveni politiki izhajajo varnostni problemi Bosne in Hercegovine, skupaj z dosedanjimi ukrepi in priporočili Evropske komisije. Diplomsko delo izpostavlja nekatere posledice povojne ureditve Bosne in Hercegovine, ki jih povezujem z institucionalno razdrobljenostjo in negotovim napredkom na področju varnosti.

Secondary title: Integration of Western Balkans in European union as a security question: The case of Bosnia and Herzegovina
Secondary abstract: The European Unionʼs slow but consistent expansion into the Western Balkans continues with integration serving as the connective tissue that is to ensure security in the region. This diploma thesis discusses the integration of Bosnia and Herzegovina with the European Union and the impact of this process on the countryʼs security. The theoretical part focuses on the relationship between security and integration while explaining the concept of Europeanization. Based on the presented interview, the name of the region - Western Balkans - is considered and further problematized. A brief overview of the accession negotiations between the Western Balkan countries and the European Union sheds some light on the growth of the former. This process is described in greater detail for Bosnia and Herzegovina for which also a short analysis is offered of the European Unionʼs presence in the country - first through international military operations followed by the police mission, and currently, the Unionʼs role in the unfinished reform of the local security sector. Based on the European Commissionʼs reports on enlargement policy, security issues are identified along with the already implemented measures and Commissionʼs further recommendations. The thesis highlights selected consequences of the system established in Bosnia and Herzegovina after the Yugoslav Wars, linking it with the countryʼs current institutional fragmentation and uncertainty of progress in the field of security.
