Abstract

Diplomacija deluje v okviru diplomatskega prava in ima velik pomen za vsako državo, saj predstavlja sredstvo za izvajanje zunanje politike. Delovanje diplomatov večinsko urejajo Dunajska konvencija o diplomatskih odnosih, ki predstavlja najpomembnejši mednarodni vir diplomatskega prava. Glavni nalogi pri opravljanju diplomatskega poklica sta predstavljanje domače države v državi sprejemnici, vključno z zastopanjem interesov, še posebej pa opazovanje oziroma ugotavljanje o razmerah tuje države na različnih področjih ter poročanje o ugotovitvah svoji vladi. Odkriti zakaj, kdaj, predvsem pa kaj in kako se je spremenilo v diplomaciji ter posledično kakšne okoliščine se temu botrovale, so glavni cilji tega dela. Povečan vpliv javnosti v mednarodnih odnosih in pojav totalitarnih režimov sta pomembna vidika sprememb v diplomaciji medvojnega obdobja. Povojno, moderno dobo je zaznamovala bipolarna razdelitev sveta in hladna vojna, istočasno pa je tehnološki in družbeni razvoj človeštva spremenil svet, v katerem diplomacija deluje. Ugotavljamo predvsem, da spremembe v diplomaciji pogojuje razvoj dogodkov v mednarodnem okolju, struktura mednarodne skupnosti držav in ostalih mednarodnih dejavnikov ter, da so plod splošnega, tako tehničnega, kot tudi družbenega razvoja človeštva kot celote. Ti dejavniki najbolj prispevajo k spremembam diplomatskega sistema v dvajsetem stoletju.

Secondary abstract: Diplomacy works under the diplomatic law and is of great importance for an individual country, as it represents means of implementing of foreign policy. Diplomats operations are mainly arranged by the Vienna Convention on Diplomatic Relations, which represents the crucial source of international diplomatic law. The main task of the diplomatic profession is representation of the home country in a hosting country including representation of interests, especially the observation and determination of the conditions of the foreign country in various fields, and reporting on the findings to the native government. To find out why, and, above all, what and how it was changed in diplomacy and, consequently, the circumstances underlying this, are the main objectives of this task. The increased influence of the public in international relations and the emergence of totalitarian regimes are important aspects of the changes in the diplomacy of the interwar period. The post-war, modern era was marked by the bipolar division of the world and the Cold War, and at the same time the technological and social development of humanity changed the world in which diplomacy works. In particular, we note that changes in diplomacy condition the development of events in the international environment, the structure of the international community of states and other international factors, and that they are the result of the general, technical and social development of humanity as a whole. These factors contribute most to changes in the diplomatic system in the twentieth century.
