Abstract

V magistrski nalogi je predstavljen množičen katastrski postopek razdružitve zemljišč agrarnih skupnosti. To so skupnosti, ki obstajajo že stoletja in imajo v skupni lasti zemljišča. Nekaterim skupnosti je otežena izraba gozdnih in kmetijskih zemljišč, zato je namen naloge opredeliti možnosti razdelitve skupnega premoženja agrarne skupnosti za individualno gospodarjenje z zemljišči, kjer lahko posamezniki svobodno razpolagajo s svojo lastnino. Cilj je med drugim tudi optimizacija procesa, ki bi pravičneje in enostavneje razdelila premoženje med člane skupnosti. Pri tem smo proučili različne metode razdeljevanja, kot so Knasterjeva metoda pravične delitve z denarnimi nadomestili na dražbi z zapečatenimi ponudbami, izvedbo kombiniranega interaktivnega pristopa v geoinformacijskem okolju, pri čemer upoštevamo rezultate prostorskih analiz kot so teselacije, alokacije na stroškovni ploskvi ter kartiranje izohron v analizi potne mreže. Postopek razdeljevanja skupnega premoženja agrarne skupnosti smo opisali v sklopih pripravljalna dela, izvedbena dela, podpora odločanju ter sistemsko-administrativni postopki. Ob tem poudarjamo pomembnost organizacijske vloge geodetskega podjetja in pooblaščenega inženirja geodezije. Logični potek posameznih korakov razdružitve zemljišč agrarne skupnosti je prikazan z UML diagrami. Kot študijo primera smo obravnavali razdelitev skupnega nepremičnega premoženja agrarne skupnosti Zgornja Sorica.

Secondary abstract: Master thesis presents the process of massive cadastral land subdivision of Agrarian Communities property. These are communities that have existed for centuries and have jointly owned land. Some communities find it difficult to use forest and agricultural land, so the purpose of the thesis is to define the possibilities of dividing the common property of the Agrarian Community for individual land management, where individuals can freely dispose with their property. The aim of master thesis is, inter alia, to develop a conceptual model of the process that will serve as a basis for optimization, for a fairer and more efficient distribution of assets among community members. We studied various distribution methods, such as Knaster%s method of fair distribution with monetary compensations at the auction with sealed bids, implementation of a combined interactive approach in the geoinformation environment, taking into account the results of spatial analysis such as tessellation, cost allocation and isochron mapping in the analysis of travel networks. The process of distributing the common property of the Agrarian Community was described in the sections of preparatory work, implementation work, decision support and system-administrative procedures. We emphasize the importance of the organizational role of a surveying company and a certified surveying engineer. The logical course of the individual steps of land division of the Agrarian Community is shown with UML diagrams. As a case study, we will consider the subdivision of the property of the Agrarian community Zgornja Sorica
