Abstract

Magistrsko delo obravnava problem optimizacije dodeljevanja spodbud pri energetski prenovi objektov. Namen dodeljevanja spodbud za izvedbo ukrepov energetske prenove objektov je doseči čim večje zmanjšanje obremenitev okolja, ob razpoložljivem finančnem vložku. Ob številnih različnih ukrepih in različnih učinkih njihove izvedbe je učinkovito dodeljevanje spodbud naloga, ki smo jo rešili z uporabo optimizacijskih metod, ki nam omogočijo, da iz množice možnih rešitev izberemo najprimernejšo. Uvodoma je podana opredelitev problema, namen, cilji in prispevek magistrskega dela ter pregled literature obravnavanega področja. Predstavljena so teoretična izhodišča dodeljevanja spodbud pri energetskih prenovah objektov in zakonodajni okvir, rabe energije v stavbah in vplivov na okolje ter formulacije optimizacijskega problema mešanega celoštevilskega linearnega programiranja. Podan je osnovni optimizacijski model maksimizacije prihrankov energije ter njegova uporaba na primeru iz literature in na primeru dodeljevanja subvencij v Sloveniji. Na podlagi osnovnega je razvit in prikazan nadgrajen optimizacijski model maksimizacije prihrankov emisij toplogrednih plinov, uporaba katerega je prav tako prikazana na praktičnem primeru dodeljevanja subvencij v Sloveniji. V zaključku so obravnavani rezultati dobljeni na podlagi uporabe optimizacijskih modelov ter podane sklepne ugotovitve. Magistrsko delo predstavlja nadgrajen optimizacijski model, ki v primerjavi z izhodiščnim modelom uvaja nov kriterij optimiziranja oziroma namensko funkcijo, s katero nam je omogočena obravnava vseživljenjskih vplivov obravnavanih ukrepov.

Secondary title: Optimization of allocating incentives for building energy retrofits
Secondary abstract: This master thesis addresses the problem of optimization of allocating incentives for building energy retrofits. The purpose of allocation of incentives for building energy retrofits is to achieve maximum possible savings of environmental burdens with available financial investments. Considering numerous different energy retrofit measures and their effects, the task of efficient allocation of incentives is solved with the use of optimization methods, that enables us to choose the most suitable solution out of all possible solutions. Introduction presents the definition of the problem, purpose, goals, contribution of the thesis and the literature review of the concerning field. Theoretical views on incentives allocation for building energy retrofits and legislation framework, use of energy in buildings, buildings environmental impact and formulation of mixed integer linear programming optimization problem are presented. The basic optimization model of energy savings maximization and its use is presented on a case from literature and on a practical case from incentive allocation in Slovenia. Based on the basic model, an upgraded optimization model of greenhouse gasses emissions savings maximization is proposed. Its use is also presented on a practical case from incentive allocation in Slovenia. At the end results of the use of optimization models are discussed, along with final conclusions. The thesis presents an upgraded optimization model. In comparison with the basic model, a new optimization criterion with a new objective function is presented, which enables assessment of considered retrofits through their entire life cycle.
