Abstract
Specialne enote so zaradi povečanja kriminala in terorizma, zelo pomemben člen pri zagotavljanju varnosti po celem svetu, zato je pomembno, da so ustrezno usposobljene in opremljene za takšne situacije. V uvodnem delu diplomske naloge, je predstavljenih nekaj splošnih značilnosti specialnih enot. Obravnavali smo pojme, kot so varnost, terorizem, Ministrstvo za notranje zadeve (MNZ), Generalne policijske uprave (GPU), Uprava za policijske specialnosti (UPS) ter nacionalnovarnostni sistem. Glavna tema proučevanja pa je slovenska policijska specialna enota (SE) ali Rdeči panterji ter 5 specialnih enot s tujine in sicer britanska specialna enota Special Air Service (SAS), francoska specialna enota Recherche, Assistance, Intervention et discussion (RAID), ameriške specialne enote Special Weapons and Tactics (SWAT), nemška enota Grenzschutzgruppe 9 (GSG 9) ter avstrijska specialna enota Einsatzkommando Cobra (EKO Cobra). Pri vseh je najprej predstavljena zgodovina in nekaj splošnih značilnosti, poudarek pa je na usposabljanju ter organizaciji posameznih enot. Zaključili smo s primerjavo Rdečih panterjev z ostalimi specialnimi enotami ter s potrditvijo oziroma zavrnitvijo zastavljenih hipotez. Ugotovili smo majhne razlike v organizaciji in strukturi ter velikosti enot, medtem ko so samo usposabljanje, pogoji za sprejem, delovanje ter izvrševanje akcij zelo podobni. Slovenska SE kljub majhni številčnosti konkurira vsem ostalim specialnim enotam večjih držav. Skrbijo za nenehno usposabljanje in posodabljanje pripadnikov ter opreme, zato so vedno korak s časom in vredni zaupanja.

Due to the increase in crime and terrorism, special forces are a very important factor in ensuring security around the world, so it is important that they are properly trained and equipped for such situations. In the introductory part of the diploma thesis, some general characteristics of special units were presented. We discussed concepts such as security, terrorism, the Ministry of the Interior (MNZ), the General Police Administration (GPU), Police Specialties Directorate (UPS) and national security sistem. The main topic of the study is the Slovenian police special unit (Red Panthers) and 5 special units from abroad, namely the British special unit Special Air Service (SAS), the French special unit Recherche, Assistance, Intervention et discussion (RAID), the American special unit Special Weapons and Tactics (SWAT), the German unit Grenzschutzgruppe 9 (GSG 9) and the Austrian special unit Einsatzkommando Cobra (EKO Cobra). All of them first present the history and some general characteristics, with an emphasis on training and the organization of individual units. We concluded by comparing the Red Panthers with other special units and by confirming or rejecting the hypotheses. We found small differences in the organization and structure and size of the units, especially compared to the US SWAT special police units, while the training itself, the conditions for admission, operation and execution of operations are very similar. Despite its small number, the Slovenian special unit competes with all other special units of larger countries. They are constantly training and updating their members and equipment, so they are always up to date and worthy of trust. |
