Abstract
Stopnja brezposelnosti mladih v Sloveniji je po podatkih Zavoda Republike Slovenije za zaposlovanje (v nadaljevanju ZRSZ) še vedno višja od stopnje brezposelnosti vseh starostnih skupin. V diplomskem delu smo predstavili in raziskali področje aktivnih ukrepov za izboljšanje položaja mladih na trgu dela.
Raziskovalni del naloge je usmerjen v analizo ukrepa Usposabljanje na delovnem mestu – mladi (v nadaljevanju UDM – mladi), v ljubljanski regiji, ki ga izvaja ZRSZ. Z analizo smo raziskovali smiselnost tega ukrepa ter ugotavljali kolikšen odstotek vseh brezposelnih mladih se vključi v ta ukrep in kolikšen odstotek se jih po tem usposabljanju zaposli. Ugotovili smo, da je bilo med mladimi v UDM – mladi Urada za delo (v nadaljevanju UD) Ljubljana v vseh letih od 2013 do 2018 vključenih več oseb ženskega spola; da so vključeni pretežno brezposelni mladi, stari od 25 do 29 let ter da je bilo v vseh preučevanih letih, torej od 2013 do 2018, vključenih v programe usposabljanja med mladimi največ takšnih s srednjo strokovno in srednjo splošno izobrazbo. Trajanje brezposelnosti ob vključitvi v program UDM - mladi se je po letu 2013 začelo daljšati. Podatki kažejo, da je bilo v vseh proučevanih letih največ mladih brezposelnih, ki so bili vključeni v UDM – mladi UD Ljubljana, vključenih v splošne izobraževalne aktivnosti ter v področje Poslovne in Upravne vede. Izjema je leto 2017, kjer je bilo na drugem mestu največ vključenih v področje Družbene vede. Uspešnost in učinkovitost vseh ukrepov, namenjenih spodbujanju in pospeševanju zaposlovanja mladih, je treba redno spremljati ter iskati šibke točke za izboljšave

Measures to improve youth situation on the labour market |

According to the Employment Service of Slovenia, the rate of unemployment amongst young people in Slovenia is still higher than the average unemployment in all age groups. In the diploma work, we analyzed and presented the active measures undertaken to improve the position of young people in the labor market.
The research part of the thesis is focused on the analysis of the measure entitled »Usposabljanje na delovnem mestu – mladi« (ang. On–the–Job Training – young people; hereinafter »UDM – mladi«) in the Ljubljana region, a measure implemented by the Employment Service of Slovenia. The analysis investigated the feasibility of this measure and determined the percentage of all unemployed young people included in this measure and the percentage of those who were employed after the training. We found that in the Labor Office Ljubljana (hereinafter UD), in the investigated period 2013 – 2018 among young people included in the measure »UDM – mladi« more women were involved; that predominantly unemployed young people aged 25 to 29 are included, and that in the investigated period the majority of young people with secondary vocational and secondary general education were included in the training program. The duration of unemployment status upon inclusion in the program »UDM – mladi« began to increase after 2013. The data show that in the investigated period, most unemployed young people, included in the »UDM – mladi« UD Ljubljana, were involved in general education activities in the fields of Business and Administrative Sciences. The exception is the year 2017, with the Social Sciences in the second place. The effectiveness and efficiency of all measures aimed at promoting and accelerating the youth employment need to be regularly monitored to identify the possible weak points for further improvement. |
