Abstract

V magistrskem delu je predstavljen projekt spremembe namembnosti kmetijskega zemljišča v stavbno. Le-to je narejeno na podlagi in s pomočjo projektnega managementa, kjer smo zastavili urnik projekta, ocenili stroške in proračun, prav tako pa smo razvili možne rizike, ki bi se lahko pojavili tekom projekta, in rešitve za te. Določili smo tudi delovne pakete, ki smo jih nadalje razvili v posamezne aktivnosti. Za primer smo si izbrali dve zemljišči, obe v velikosti 250 m2, ki se nahajata v občini Koper, v katastrski občini Hribi, ter za obe zemljišči izračunali vrednost odškodnine, ki jo je treba plačati v primeru spremembe namembnosti. Prav tako smo izvedli primerjavo cen zemljišč v občini Koper, in sicer med stavbnimi in kmetijskimi, kjer smo poskušali primerjati čim bolj podobna zemljišča. Spoznali in opredelili pa smo tudi občinske prostorske plane oziroma akte, katastrsko občino, zemljiško knjigo, zemljiški kataster, lokacijsko informacijo in gradbeno dovoljenje. Poleg predstavitve celotnega procesa spremembe namembnosti smo prav tako izračunali oceno stroškov, ki bi znašali za izpeljavo takšnega ali podobnega projekta. Oceno trajanja projekta smo ocenili na štiri mesece, za lažjo in bolj kakovostno izvedbo projekta pa smo najeli zunanjega izvajalca.

Secondary abstract: The master's thesis presents a project to change the purpose of agricultural land into building land. This is done on the basis of and with the help of project management, where we set the project schedule, estimate costs and budget, and also developed possible risks that could occur during the project and solutions for them. We also determined work packages, which we further developed into individual activities. For example, we chose two lands, both in the size of 250 m2, located in the municipality of Koper, cadastral municipality Hribi, and for both plots we calculated the value of compensation to be paid in case of change of use. We also compared the prices of land in the municipality of Koper between building and agricultural land, where we tried to compare as similar land as possible. We also got to know and define municipal spatial plans or acts, cadastral municipality, land register, land cadastre, location information and building permit. In addition to presenting the entire process of change of use, we also calculated an estimate of the costs that would amount to the implementation of such or a similar project. We estimated the duration of the project at four months, and we hired an external contractor for easier and better quality implementation of the project.
