Abstract

Predmet diplomskega dela je analiza stanovanjske problematike mladih v Sloveniji. To predstavljamo najprej z opredelitvijo bivanjske situacije mladih - le-ta se v zadnjih 5-10 letih ni bistveno izboljšala, še vedno velik odstotek živi v prenaseljenih stanovanjih. Povprečna starost mlade osebe ob vselitvi v svoje stanovanje je v Sloveniji bistveno višja kot v primeru vrstnikov npr. iz skandinavskih držav. Večini sicer redkih mladih, ki pridejo do svojega lastnega stanovanja dokaj kmalu tj. ko jim je to potrebno, to uspe po zaslugi finančnega položaja njihovih staršev. Mladi se po svojem materialno-finančnem zaledju, ki je pomemben za reševanje njihovih stanovanjskih vprašanj in problemov, močno razlikujejo. To velja tudi za element zaposlenosti mladih, kakovosti njihovih zaposlitev in višine njihovih mesečnih dohodkov. Mnogim le-ti ne zadostujejo, da bi si lahko privoščili tržni najem stanovanja in se morajo še naprej stiskati v stanovanjih skupaj s starši. Mnogi, ki pa se odločijo iti na svoje na ta način, s tem tvegajo revščino ali pa se zaradi visokih cen na najemnem trgu odločajo za možnosti s slabšimi najemnimi pogoji, ki niso spodbudni za načrtovanje družine. Opozarjamo na vpliv takega stanja mladih na upadajočo rodnost v Sloveniji. Tudi prihodnji razvoj na področju stanovanjskih razmer in dostopnosti stanovanj za mlade bo bistveno odvisen od kakovosti delovanja države in občin. Glede na pretirane socialne razlike in pojave revščine v Sloveniji bi bila optimalna kombinacija ukrepanja v smeri korekcije obstoječega ekonomsko-socialnega sistema in okrepitve socialne politike, v tem na stanovanjskem področju, za kar ima država na voljo različne možne vrste ukrepov.

Secondary abstract: The subject of the diploma work is the analysis of housing situation of young people in Slovenia. We touched the living situation of young people - it has not improved significantly in the last 5-10 years and a large percentage of young people still live in overcrowded apartments. The average age of a young person when moving into his/her separate apartment in Slovenia is significantly higher compared to young people from the Scandinavian countries. In Slovenia, most of young people who acquire their own apartments soon enough, ie. when they need it, succeed in that thanks to the financial situation of their parents. Young people differ greatly in their material and financial background, which is important for solving their housing issues and problems. This also applies to the element of employment of youth, the quality of their employments and the level of their monthly income. For many, these are not high enough to afford a market rental apartment. However, many who choose to go on their own in this way, run the risk of poverty or, because of the high prices in the rental market, opt for options with poorer rental conditions that are not encouraging for family planning. We draw attention to the impact of such a situation of young people on the declining birth rate in Slovenia. Developments in the field of housing conditions and the availability of housing for young people will continue to significantly depend on the quality and efficiency of politics of the state and municipalities. Given the excessive social disparities and the occurrences of poverty in Slovenia, the optimal approach would be with a combination of measures to correct the existing economic and social system and to strengthen the social policy, especially in the housing field, for which the state has various possible types of measures.
