Abstract

V današnjem času je potreba po varnosti na samem vrhu prioritet vsakega posameznika. Varnost pa se lahko dojema tudi povsem drugače. In sicer kot tržno dejavnost. To pa predstavljajo zasebni subjekti, ki zagotavljajo varnost s svojimi zaposlenimi in opremo, ki jo pri svojem delu uporabljajo. V magistrskem delu je prikazano, na kakšen način zagotavljajo varnost zasebni subjekti na kriznih žariščih. Z vidika kršitev človekovih pravic in temeljnih svoboščin je treba poseben poudarek nameniti zakonski ureditvi nad omenjenimi subjekti. Zakonodaja v Sloveniji natančno definira delovanje zasebnih subjektov, bodisi kadar govorimo o zasebnih varnostnih podjetjih ali detektivih. V magistrskem delu smo spoznali, da največji del panoge varovanja na kriznih žariščih predstavljajo zasebna vojaška podjetja. S tem namenom smo se podrobno osredotočili prav na njihovo delovanje. Slovenska zakonodaja sicer ustanovitev teh podjetij ne dopušča. V tujini je delovanje zasebnih vojaških podjetij veliko pogostejše. V svetu so najbolj znana podjetja iz ZDA, v zadnjem času pa je vse bolj opaziti tudi ruske pogodbenike. V Rusiji zasebnih vojaških podjetij ne odobravajo, vendar tako imenovani »pogodbeniki« izvajajo popolnoma enake naloge kot zasebna vojaška podjetja. Zasebna vojaška podjetja s seboj prinašajo veliko prednost – so veliko učinkovitejša. Vendar pa pogosto svoje cilje dosegajo na nezakonit način. Na tem mestu velja opozoriti na pomen nadzora nad omenjenimi subjekti, ki je velikokrat zelo površen, saj je glavni naročnik omenjenih storitev prav vlada. Na koncu magistrskega dela je prikazana medijska analiza nad poročanjem medijev o delu zasebnih vojaških podjetij. Teh poročanj je bistveno premalo. Mediji so tisti akter, ki s svojim poročanjem »pritiska« na te subjekte ter obvešča javnost. S tega vidika je pomembno, da se poročanje medijev na to tematiko poveča.

Secondary title: Regulation of private subjects for work in crisis areas
Secondary abstract: Nowadays, the need for security is at the very top of every individual’s priorities. However, security can also be perceived quite differently, that is, as a market activity, which is represented by private entities ensuring safety with their employees and the equipment they use in their work. This master's thesis shows the way private entities ensure seafety in crisis areas. From the persepctive of violations of human rights and fundamental freedoms, special emphasis must be placed on legal regulation of these entities. The activities of private entities are defined precisely by the Slovenia's legislation, either when we are talking about private security companies or detectives. In this master's thesis, it has been established that the largest part of the industry of securing crisis areas is represented by private military companies. To this end, we focused on their operation in detail. Slovenian legislation does not allow the establishment of such companies, while the operation of private military companies is much more common abroad. The most well-known companies in the world are from the USA, and in recent times many more Russian contractors have emerged. Although private military companies are not approved in Russia, the so-called "contractors" perform exactly the same tasks as private military companies. Private military companies bring along one huge advantage - much more efficiency. However, they often achieve their goals through illicit means. At this point, it is worth noting the importance of control over these entities, which is often very superficial due to the government being the main client of these services. At the end of the master's thesis, a media analysis of media coverage of the work of private military companies is presented. However, these media reports are far too few. The media are the actors who, with their reporting, "put pressure" on such entities and raise public awareness. From this point of view, it is important to increase media coverage of this topic.
