Abstract
V magistrski nalogi smo obravnavali področje upravljanja kritične infrastrukture na slovenskih avtocestah. Zaradi heterogenosti in razpršenosti infrastrukture je pogosto upravljanje le-te težavno in časovno potratno, kar posledično vpliva na varnost uporabnikov. V nalogi smo z uporabo izbrane metodologije raziskovalnega pristopa načrtovanja in razvoja, mehke sistemske metodologije, večletnih izkušenj na segmentu upravljanja prometa ter analize stanja in študija literature, raziskali, analizirali in opredelili vse relevantne segmente, ki pogojujejo stopnjo integracije sistemov za upravljanje prometa. Analizirali smo obstoječe informacijske sisteme in stopnjo njihove integracije ter izvedli raziskavo sodobnih pristopov integracije sistemov. Izvedli smo tudi primerjavo dobrih in slabih lastnosti, ki predstavljajo osnovo za digitalno preobrazbo in opredelitev nadaljnjih tehnoloških rešitev in procesov. Opredelili smo obstoječe okolje informacijsko komunikacijske tehnologije ter segmente, ki organizacijsko in tehnološko vplivajo na preučevano organizacijo, njeno vizijo in strategijo. Na osnovi izvedene raziskave in posledično kritične analize smo zaključili, da predlagani model v teoriji prinaša realne organizacijske in tehnološke prednosti pri upravljanju prometa. Model je potrebno poglobljeno obravnavati in pripraviti izvedbeno dokumentacijo za postopno implementacijo in evalvacijo učinkov uporabe modela v praksi. Pozitivna evalvacija modela v praksi lahko predstavlja strateško izhodišče za srednjeročni razvoj področja upravljanja s prometom.

A model for integrated traffic management system |

In the master's thesis, we discussed the field of critical infrastructure management on Slovenian motorways. Due to the heterogeneity and dispersion of the infrastructure, management is difficult and time-consuming, which affects the user’s safety. Through application of the selected specifically designed methodology of science research, methodology of soft systems, many years of experience in the traffic management segment, and based on the analysis of the current situation and research papers, we examined, analyzed, and defined all relevant segments that define the degree of integration of traffic management systems. We analyzed the existing information systems and the level of their integration and conducted a study of modern approaches to systems integration. We also compared the benefits and disadvantages that define the basis for digital transformation and the definition of further technological solutions and processes. We specified the existing information and communication technology environment and segments that have an organizational and technological impact on the studied organization, their vision and strategy. Based on the conducted research and consequently critical analysis, we can conclude that the proposed model in theory brings real organizational and technological advantages in traffic management. The model needs to be observed more accurately and prepared for the gradual implementation and evaluation of the effects of using the model in practice. A positive evaluation of the model in practice can be a strategic starting point for the medium-term development of the field of traffic management. |
