Abstract

Secondary abstract: Slovenia has committed itself to ensure systemic regulation of personal assistance through several international and domestic strategic documents. Personal assistance has been carried out on a project basis even before the adoption of the Personal Assistance Act, but funds were limited and not everyone who needed it received assistance. With the adoption of the Personal Assistance Act in February 2017, personal assistance became a right, and the area of personal assistance was systematically regulated. Personal assistance is a means of providing assistance to the user in all those daily tasks and activities which the user, due to the type and degree of disability, cannot perform on their own. Personal assistance allows users to live an independent life outside of institutional care, and also allows them to be more independent of the help of their family members. Personal assistance is available to all persons under the same conditions, and it is explicitly stated that a person's property and income are not taken into account when assessing eligibility. The Personal Assistance Act still has some shortcomings that will need to be addressed in order to better and more effectively implement personal assistance in practice.
