Abstract

Evropska kohezijska politika je trenutno ena glavnih naložbenih politik v Sloveniji. Eden izmed glavnih ciljev Evropske unije je doseči bolj enakomeren in skladen razvoj v vseh delih Evropske unije. Učinkovitejšemu upravljanju evropskih skladov je namenjen ukrep tehnične pomoči. Cilj tehnične pomoči je učinkovito izvajanje Operativnega programa in večja upravna usposobljenost. Namen je doseči višjo usposobljenost, zaposleni bodo svoje delo opravljali boljše, posredno pa se bo povečalo črpanje evropskih kohezijskih sredstev. V magistrski nalogi smo proučili motiviranost za izobraževanje pri zaposlenih v Službi Vlade RS za razvoj in evropsko kohezijsko politiko. V prvem delu naloge smo s preučevanjem različne literature uporabili opisno oziroma deskriptivno metodo. Predstavili smo evropsko kohezijsko politiko, SVRK in pa motivacijske dejavnike ter pomen usposabljanja in izobraževanja. V empiričnem delu naloge pa smo s pomočjo kvantitativne metode raziskovanja, spletne ankete, med vsemi zaposlenimi poskušali zbrati podatke o odnosu do izobraževanja in dejavnikov motivacije. Z informacijami bomo lahko sprejemali strateške odločitve, ki bodo vplivale na višjo usposobljenost, boljše delo zaposlenih. Rezultati raziskav so pokazali, da imajo zaposleni visoko stopnjo motivacije za izobraževanje. Najpomembnejši dejavniki, ki spodbujajo zaposlene k izobraževanju, pa so osebni razvoj in želja biti na tekočem. Sledijo mu nove zaposlitvene možnosti in ohranitev zaposlitve. Nasprotno pa k motivaciji za izobraževanje še najmanj vplivajo dejavniki, kot so tekmovanje s sodelavci pa tudi denarne nagrade ter višja plača niso dobri spodbujevalci.

Secondary abstract: EU Cohesion Policy is one of the main investment policies in Slovenia. It aims to support harmonious development throughout the EU. Technical Assistance is used for effective management of ESI Funds. Its goal is to support institutional strengthening and administrative capacity building for effective implementation of the Operational Programme. Technical Assistance measures strengthen human resources' qualifications, which helps improve the use of Cohesion Policy funds. This thesis focuses on the staff at Government Office for Development and European Cohesion Policy (GODC) examining their level of motivation for further professional development. First, it includes a descriptive method and examines a body of literature. It explains the concept of EU Cohesion Policy, describes GODC, outlines a set of motivating factors, and investigates the role of education and training. The empirical part applies a quantitative research method, an online survey investigating what the staff think about further education and training and what motivates them to pursue professional development. The information will shape future decisions concerning professional development of staff. The results show that the staff are highly motivated to participate in education and training programmes. They cite personal development and desire to stay on top of developments in their area as the most important motivating factors. Career opportunities and keeping of a job are the third and fourth motivating factor. Competition with co-workers, benefits and higher pay are less important motivating factors.
