Abstract

Prve omembe osebnih stražarjev segajo že v 15 st. pr. št. in njihova vloga ter družbeni pomen sta se tekom zgodovine le še krepila. Čeprav se je koncept varnosti in varovanja skozi čas spreminjal, je v svojem bistvu do danes ostal nespremenjen. Pri specifičnem varovanju predstavnikov najvišjih vej oblasti se ne varuje samo posameznikov kot takih, temveč tudi suverenost države, ki jo te osebe zastopajo oziroma predstavljajo. Po koncu prve svetovne vojne je pojem varovanja visokih predstavnikov oblasti, zaradi daljnosežnih posledic atentata na prestolonaslednika, še dodatno pridobil na veljavi v mednarodni skupnosti. Države si v veliki meri prizadevajo za vzpostavitev posebnih varnostnih protokolov, ki med drugim tudi v času državnih obiskov omogočajo čim večjo zaščito varovanih oseb. Policisti specialisti, ki varujejo najvišje predstavnike oblasti v Republiki Sloveniji, so zaposleni v Policiji, Centru za varovanje in zaščito. V procesu izobraževanja pridobijo specifična znanja in veščine, pomembne za zagotavljanje tako fizičnega varovanja kot preprečevanja ogrožanja. Poleg opravljanja kvalitetnega in profesionalnega dela na terenu, multilateralno sodelujejo z vsemi relevantnimi resorji, zavodi in institucijami tako znotraj Republike Slovenije kot tudi v tujini. Predvsem je ključnega pomena njihovo konstantno sodelovanje z varnostno obveščevalnimi službami, da se lahko vsi varnostni ukrepi in dejavnosti izvajajo na načine, ki zagotavljajo najvišjo stopnjo varnosti oziroma se vsa morebitna tveganja zmanjšajo na minimum. Slednje je velikokrat pogojeno tudi z ustrezno zakonodajo in različnimi pravnimi podlagami, ki velikokrat niso zadosti specifične in prilagojene mednarodnemu prostoru, predvsem pri prenosu orožja v tujino preko komercialnih letov, kjer so različna pravila glede načina prenosa in hrambe orožja na letalu. S temi različnimi postopki se onemogoča dosledno izvajanje fizičnega varovanja in obenem tudi posega v varovančevo pravico do najvišje stopnje zaščite.

Secondary abstract: The first mentions of bodyguards date back to the 15th century BC and their role and social significance have only intensified throughout history. Although the concept of security and safety has changed over time, it has remained essentially unchanged to this day. In the specific protection of the highest representatives of the state and government, not only individuals as such are protected but also the sovereignty of the state that these persons represent. After the end of the First World War, the notion of protecting the highest representatives, due to the far-reaching consequences of the assassination of the heir to the throne gained further validity in the international community. States are making great efforts to establish special security protocols, which, among other things, enable the greatest possible protection of protected persons during state visits. Specialist police officers who protect the highest representatives of the authorities in the Republic of Slovenia are employed by the Police, Security and Protection Centre. In the process of education, they acquire specific knowledge and skills that are important for providing both physical protection and the prevention of threats. In addition to performing quality and professional work in the field, they cooperate multilaterally with all relevant departments, institutes, and institutions both within the Republic of Slovenia and abroad. Above all, their constant cooperation with security intelligence services is of key importance, so that all security measures and activities can be carried out in ways that ensure the highest level of security or all potential risks are reduced to a minimum. The latter is often conditioned by appropriate legislation and various legal bases, which are often not specific enough and adapted to the international space, especially in the transfer of weapons abroad via commercial flights, where there are different rules on the method of transfer and storage of weapons on board. These different procedures prevent the consistent implementation of physical protection and interfere with the protected person's right to the highest level of protection.
