Abstract
V diplomskem delu smo opisali nastanek in zgodovino Specialne enote policije (v nadaljevanju SE), njen razvoj in razdelitev ter vlogo specialnosti za delovanje enote s poudarkom na specialnosti alpinizem-jamarstvo (v nadaljevanju AL-JAM). Specialnost AL-JAM smo podrobneje predstavili, od osnovnega usposabljnanja do vloge v SE, predstavili opremo, ki jo uporabljajo policisti SE pri izvajanju vrvnih in drugih nekonvekcionalnih tehnik za vstop v objekt na višini.
V osrednjem delu diplomskega dela smo se osredotočili na taktične predpostavke in možnosti uporabe the tehnik pri operativnem delu policistov SE in pobližje spoznali namen delovanja na višini. Ker je višina nenaravni prostor ljudi je potrebno tudi ogromno usposabljanja za izurjenost policistov. Policiste na sploh zavezujejo tudi pravni akti pri svojem delu, tako je tudi pri vstopu v objket, zato smo podrobeje proučili in predstavili akte, ki vsebujejo določila za vstop v objekt in kako jih izvajajo policisti SE. Vrvne tehnike policisti SE uporabljajo tudi na helikopterju (v nadaljevanju HE), zato smo pod drobnogled vzeli tudi ta segmet. Predstavili smo Letalsko policisjko ento (LPE), usposabljanje in delovanje policistov SE s pomočjo HE. Tako kot pri vstopu v objekt smo tudi v tem segmentu proučili zakonske akte in jih predstavili. Ker se policisti SE predvsem usposabljajo, jim pridejo še kako prav izkušnje policistov drugih specilanih enot. V Evropi imamo združenje ATLAS, kot neko povezavo enot za usposabljanje in možno sodelovanje v mednarodnih kriznih situacijah. V združenju je tudi slovenjska SE, ki se redno udeležuje uposabljanj in seminarjev. Med enotami v združenju smo opravili anketo na temo vrvnih tehnik in uporabo HE v njihovih enotah in naredili primerjavo z našo SE.
V zadnjem delu diplomskega dela smo predstavili dejanski primer, kjer so policisti SE uporabili vrvne tehnike, v sodelovanju z Gasilsko brigado Ljubljana (v nadaljevanju GBL) in ga proučili ter predstavili ugotovitve.

Entering the building at height and the use of helicopter in the special police unit - operational and legal basis |

In thesis we described the origin and history of the Special Police Unit, its development and distribution and the role of the specialty for the operation of the unit with emphasis on the specialty mountaineering caving. We presented specialty in more detail, from basic training to the role in the special unit, we presented the equipment used in the unit and performing rope and other non-convection techniques for entering the facility at height.
In the main part of the thesis, we focused on the tactical assumptions and possibilities of using the techniques in the operational work of special unit and got to know the purpose of working at height. Because height is an unnatural space for people, a lot of training is also needed for the training of police officers. In general, police officers are also bound by legal acts in their work, as is the case when entering the facility, so we examined in detail and presented the acts that contain provisions for entering the facility and how they are carried out by special unit’s police officers. Special units police officers also use rope techniques on a helicopter, so we also took a closer look at this segment. We presented the Aviation Police Entity, the training and operation of special unit’s police officers with the help of helicopter. As with the entrance to the facility, we also examined the legal acts in this segment and presented them. As police officers are mainly trained, they also benefit from the experience of police officers from other special units. In Europe, we have the ATLAS association, as a kind of connection of training units and possible cooperation in international crisis situations. The association also includes the Slovenian special police unit, which regularly attends trainings and seminars. Among the units in the association, we conducted a survey on the topic of rope techniques and the use of helicopter in their units and made a comparison with our unit.
In the last part of the thesis, we presented a real case where special unit police officers used rope techniques, in cooperation with the Ljubljana Fire Brigade and examined it and presented the findings. |
