Abstract

Krizno upravljanje je v sodobnem svetu postalo eno izmed pomembnejših področij vsake organizacije. Krizne razmere zahtevajo prilagoditev izvajanja aktivnosti poslovnih procesov, hkrati pa morajo biti spremembe uvedene v izredno kratkem časovnem obdobju. Izbruh nalezljive bolezni je obravnavan kot krizno stanje, saj pomeni nevarnost za oteženo delovanje javnozdravstvenega sistema in ima daljnosežne negativne posledice na poslovanje zdravstvenih ustanov in ostalih področij družbenega delovanja. Temeljni cilj diplomskega dela je podrobneje predstaviti organizacijske spremembe na Kirurški kliniki Univerzitetnega kliničnega centra Ljubljana v obdobju epidemije covida 19, ki posredno vplivajo na kakovost delovanja kritične infrastrukture v kriznih razmerah. Raziskava se osredotoča na organizacijsko strukturo kadrovskih in kapacitetnih zmogljivosti ter povezavo le-teh z reorganizacijo za čas trajanja epidemije. Pozornost je namenjena najbolj kritičnim področjem delovanja zdravstva v trenutni krizni situaciji. Predvsem nas zanima obvladovanje treh ključnih parametrov pri zagotavljanju nemotenega delovanja zdravstvene ustanove v času kriznih razmer: posteljne kapacitete, kadrovske kapacitete in zaščitna oprema. V empiričnem delu diplomskega dela smo z namenom pridobitve informacij o subjektivnem odzivu zaposlenih na organizacijo delovnega procesa v bolnišnici izvedli tudi anketni vprašalnik. Rezultati so pokazali, da anketirani ravnajo skladno s postavljenimi ukrepi v organizaciji, upoštevajo uporabo osebne varovalne opreme, stremijo k doseganju čim višje ravni kakovosti in se počutijo ustrezno informirane za učinkovito opravljanje delovnega procesa.

Secondary abstract: Crisis management has become important field in every organization. Crisis demands change in some activities of operative business processes, on the other hand necessary changes must be implemented in short period of time. Contagious disease outbreak is treated as state of crisis because it can cause aggravating circumstances for functioning of national health system. Additionally it may cause far-reaching consequences that can negatively affect the activity of different fields in our society. The main goal of this thesis is to represent organizational changes in The Division of Surgery, University Medical Centre Ljubljana during the epidemical crises Covid-19 in more specific way and which have directly infected functional quality of crisis infrastructure during crisis situation. Research was based on organizational structure of available human and capacity resources and their reorganization during epidemic. The aim purpose is to enlight the critical fields of hospital management during crisis. We will discuss three key parameters for providing efficient and undisturbed medical process in best possible way during crisis: space capacities, human resources and safety equipment. In the research we gathered crucial information about employee subjective perception of managemental measures in hospital, by distributing them online questionnaire. The result has shown that employees abide by established rules, they are using safety equipment properly, they strive for higher quality in patient healthcare process and they feel sufficiently familiar for delivering effective work results.
