    Abstract
 
Magistrska naloga v samem začetku predstavi delovanje evropske kohezijske politike, 
Strukturnih skladov in Kohezijskega sklada, preko katerih Evropska Unija omogoča 
enakovreden razvoj vseh držav članic. Iz vidika obravnavane teme, so Strukturni skladi 
bistveni za razvoj zaposlenih, saj se preko slednjih vlaga v človeški kapital, spodbuja 
izobraževanja ter vseživljenjsko učenje, kar postaja ključni element hitro razvijajoče se 
sodobne družbe. Magistrska naloga zajema teoretične opredelitev ključnih pojmov iz področja 
izobraževanja, kot na primer znanje, izobraževanje in usposabljanje ter vloge zaposlenih v 
organizaciji, opis sistema izobraževanja in usposabljanja zaposlenih, raziskovanje 
izobraževalnih potreb, načrtovanje in programiranje ter organizacija in izvedba izobraževanja 
itd. Ob enem pa zajema tudi lastno raziskavo opravljeno med zaposlenimi na področju 
Evropske kohezijske politike na primeru Ministrstva za izobraževanje, znanost in šport, katere 
glavni namen je analiza stanja sistema razvoja kadra zaposlenega na področju evropske 
kohezijske politike. Ključni cilji raziskave so ugotoviti želje in motivacijo zaposlenih na 
področju evropske kohezijske politike po izobraževanjih in usposabljanjih, ugotoviti trenutno 
stanje politike izobraževanja in usposabljanja na področju evropske kohezijske politike ter 
ugotoviti načine vrednotenja izobraževanja in usposabljanja zaposlenih na področju evropske 
kohezijske politike na Ministrstvu za izobraževanje, znanost in šport. Hkrati želimo z 
raziskavo ugotoviti, ali v sistemu izobraževanj in usposabljanj obstajajo morebitne 
nepravilnosti ter podati predloge za razrešitve le teh.

            | Secondary abstract: | In the beginning, the master's thesis presents the operation of the European cohesion policy 
(EKP), the Structural Funds and the Cohesion Fund, through which the European Union 
ensures an equivalent development of all Member States. From the perspective of the 
discussed topic, structural funds are essential to the development of the employees, as 
investments into human capital are performed trough the latter. They also encourage 
education and lifelong learning. All of these are becoming a key element in fast-evolving 
modern societies. The masters' thesis covers theoretical definitions of key concepts from the 
field of education, such as knowledge, education and training, as well as the role of 
employees in the organization, the description of the system of education and training 
employees, the research of educational needs, the planning and programming as well as the 
organisation and the implementation of education, etc. At the same time, however, it covers 
its own research carried out amongst employees in the field of European cohesion policy 
(EKP) on the example of the Ministry of Education, Science and Sport (MIZŠ), the main 
purpose of which is the analysis of the state of the system for the development of personnel 
employed in the field of EKP. The key objectives of the study are to determine the desire and 
motivation of the employees in the field of european cohesion policy after the training courses 
and training courses, to determine the current status of the education and training policy in the 
field of european cohesion policy and to identify ways of evaluation of the education and 
training of employees in the field of european cohesion policy, Ministry of education, science 
and sport. At the same time we want the survey to determine whether, in the system of 
education and training there are any irregularities and to make proposals for the resolution of
