Abstract

Vlada Republike Slovenije je sprejela Uredbo o metodologiji za oblikovanje cen storitev obveznih občinskih gospodarskih javnih služb varstva okolja, ki je začela veljati 1. 1. 2013. Lokalne skupnosti so morale v roku 15 mesecev od začetka veljavnosti uredbe svoje odloke, ki govorijo o gospodarskih javnih službah, uskladiti skladno z določili omenjene uredbe. Izvajalci gospodarskih javnih služb, komunalna podjetja so občanom s 1. 4. 2014 ali kasneje začela pošiljati položnice, kjer so storitve izračunane po novi metodologiji, ki je predpisana v omenjeni uredbi. Nove, višje cene, predvsem pa nove storitve, so med občani povzročile veliko nezadovoljstva. Nezadovoljni občani so se zaradi novega obračuna cen komunalnih storitev začeli pritoževati zaposlenim na občinski upravi, občinskim svetnikom in županu. V diplomskem delu na konkretnih primerih, s primerjalnimi izračuni prikazujem, ali je nezadovoljstvo občanov z novim načinom obračunavanja cen storitev gospodarskih javnih služb upravičeno, ter moč oziroma nemoč lokalnih skupnosti pri izvajanju nove uredbe. Na podlagi pobude Občine Medvode Svetu ustanoviteljev Javnega holdinga Ljubljana je Svet ustanoviteljev Javnega holdinga Ljubljana Ministrstvo za okolje in prostor ter Vlado Republike Slovenije pozval k spremembam Uredbe o metodologiji za oblikovanje cen storitev obveznih občinskih gospodarskih javnih služb varstva okolja. Do spremembe Uredbe o metodologiji za oblikovanje cen storitev obveznih občinskih gospodarskih javnih služb varstva okolja do danes ni prišlo

Secondary abstract: The Government of the Republic of Slovenia adopted the Decree on the methodology for determining prices of obligatory municipal public services for environmental protection, which entered into force on 1 January 2013. Local communities had to harmonize their ordinances relating to public services in accordance with the provisions of that regulation within 15 months of its entry into force. Public utility service providers and utility companies started sending bills to citizens on or after 1 April 2014, charging the services according to the new methodology prescribed in the aforementioned regulation. The new, higher prices and, above all, the new services have caused a great deal of dissatisfaction among citizens. Disgruntled citizens began complaining to the municipal administration and councilors about the new utility billing. In the thesis, I want to show with concrete examples and with comparative calculations whether citizens' dissatisfaction with the new way of calculating the prices of public utility services is justified, as well as the power or inability of local communities to implement the new regulation. Following the initiative of the Municipality of Medvode presented to the Council of Founders of Javni Holding Ljubljana, the Council of Founders of Javni Holding Ljubljana called on the Ministry of the Environment and Spatial Planning and the Government of the Republic of Slovenia to amend the Decree on the methodology for determining prices of obligatory municipal public services for environmental protection. To this day, there has been no amendment to the Decree on the methodology for determining prices of obligatory municipal public services for environmental protection
