diplomska naloga visokošolskega strokovnega študijskega programa prve stopnje
Abstract
Nasilje v družini postaja vse pogostejši pojav, kar je posledica tudi današnjega tempa
življenja ter slabših ekonomskih razmer. Diplomsko delo se osredotoča na nasilje nad otroki,
ki se pojavlja v obliki fizičnega, psihičnega in spolnega nasilja, nasilja med sorojenci ter
zanemarjanja otroka. Slednja oblika nasilja je vključena v empiričnem delu in je
obravnavana v obliki konkretnega primera. Nasilje v družini je v večini primerov prikrito,
predvsem ko gre za nasilje nad otroki, saj se le-ti bojijo nekomu izven ali znotraj družine
povedati, kaj se jim dogaja. Predvsem je težko opazno spolno in psihično nasilje ter seveda
zanemarjanje otroka, znaki fizičnega nasilja pa so po navadi opazni in jih prej prepoznamo. V
nalogi so natančneje opisane oblike nasilja, znaki nasilja ter načini prepoznavanja le-teh,
večji poudarek je na spolnemu nasilju ter zanemarjanju otroka. Vsako nasilje pusti posledice,
tako pri otroku, kot tudi pri odraslem, zato so opisane posledice nasilja in programi za pomoč
žrtvam ter storilcem nasilja. V nalogi je tudi navedeno, kam se lahko otroci zatečejo po
pomoč ter kako poteka psihosocialna pomoč otrokom žrtvam nasilja, kakšne so pristojnosti
centrov za socialno delo ter drugih institucij, ki se vključujejo v obravnavo primerov, ki se
drug od drugega razlikujejo med seboj. Iz tega razloga je v nalogo vključen tudi postopek, po
katerem se rešujejo problemi.
Za reševanje nasilja obstaja tudi zakonodaja, ki se jo morajo držati centri za socialno delo,
policija ter druge pristojne institucije, ki so vključene v določen primer obravnave nasilja. V
nalogo je v ta namen posebej vključen tudi Pravilnik o sodelovanju organov ter centrov za
socialno delo, multidisciplinarnih timov in regijskih služb pri obravnavi nasilja v družini, s
čimer je lahko na najbolj direkten in natančen način prikazano sodelovanje med institucijami
pri obravnavanju primerov.

Family violence is becoming more and more frequent nowadays, also due to the effects of
today’s life tempo and worse economic conditions. The dissertation deals with violence on
children, which may occur in form of physical, mental, sexual and sibling abuse, as well as
child neglect. The latter form of violence is included in the empirical part and is discussed as
a concrete example. In most cases, family violence is “hidden”, especially when talking about
violence on children, as children are afraid of telling their family members or other people
what is happening to them. Sexual and mental abuse, as well as child neglect, are the most
difficult to discover, but physical abuse, usually leaving visible marks, can be recognized
faster. The thesis focuses on sexual abuse and child neglect, but it also describes precisely the
forms of violence, the abuse marks and the ways of recognizing them. Every form of violence
leaves its consequences on children as well as on adults. For this reason, the consequences of
violence and the programmes for helping violence victims and their abusers are described. It
is also defined where children can ask for help and how psychosocial support for children
victims of violence is provided, as well as the competences of the centres for social work and
other institutions involved in solving cases which differ one from another. For this reason, the
thesis includes also the processes for solving problems.
There is a legislation on solving violence that must be followed by the centres for social work,
the police and other competent institutions involved in solving a case of violence. For this
aim, the work includes the Regulations on the collaboration between the competent
authorities and the centres for social work, as well as the multidisciplinary teams and the
regional intervention services dealing with family violence (Pravilnik o sodelovanju organov
ter centrov za socialno delo, multidisciplinarnih timov in regijskih služb pri obravnavi nasilja
v družini), which is the most direct and precise way of presenting the collaboration between
institutions solving cases.
