Razvojne prioritete države v proračunski perspektivi

Abstract

V diplomskem delu je predstavljena proračunska poraba ministrstev po ključnih resorjih. Proračun je temeljni finančni račun države, ki odraža prioritete države na gospodarskem, socialnem in razvojnem področju. Državni proračun je pomemben instrument pri izvajanju večletne makroekonomske politike, s katero želi država zagotavljati stabilne javne finance in pospeševati gospodarski razvoj ter dosegati zastavljene družbene in gospodarske cilje. Diplomska naloga se dotika splošnih pojmov proračuna, kar zadeva javne finance, sestavo proračuna, potek proračunskega procesa, klasifikacije proračuna ter njegova načela. Drugi del je namenjen predstavitvi, analizi in interpretaciji rezultatov empirične raziskave, ki prikazuje odhodke države po ključnih resorjih v obdobju 2000–2012.

Secondary abstract:	This diploma thesis presents the budget spending of ministries by key departments. The budget is the main financial account of the state, which reflects the priorities of the country's economic, social and development areas. The state budget is an important tool in the implementation of multi-annual macro-economic policy with which the State seeks to ensure sound public finances and foster economic development and to achieve the objectives of social and economic goals. The thesis touches on general concepts of the budget in terms of public finance, budget structure, the course of the budget process, budget classification, and its principles. The second part is devoted to the presentation, analysis and interpretation of the results of an empirical study that shows government expenditure by key ministries in the period 2000–2012.
