Abstract
V diplomskemu delu obravnavamo tematiko zakonite uporabe finančnih sredstev EU na primeru Republike Slovenije. V ta namen predstavljamo značilnosti in pomen finančnih sredstev EU na splošno. Opredelimo vrste sredstev, oblike financiranja, pomen proračuna EU, ter nadzor nad uporabo finančnih sredstev EU.
EU s lastnimi sredstvi financira proračun EU in sklade, ki izvajajo evropske politike. Regionalna evropska politika se izvaja v okviru treh skladov, in sicer Evropskega sklada za regionalni razvoj, Kohezijskega sklada ter Evropskim socialnim skladom, ki skupaj z Evropskim skladom za razvoj podeželja in Evropskim skladom za pomorstvo in ribištvo tvorijo Evropske strukturne in investicijske sklade.
Večji del sredstev regionalne politike je namenjen manj razvitim evropskim državam oz. regijam, da bi se zmanjšale gospodarske in socialne razlike v EU. Kot teoretičen del predstavimo tudi evropske banke, ter njihove značilnosti. V nadaljevanju diplomskega dela se osredotočamo na empiričen del tako, da predstavimo primere uspešnih projektov, katere je pomagala EU s svojimi sredstvi. V nadaljevanju je opredeljena zakonitost porabe sredstev EU. Z vstopom v EU Slovenija je dobila obveznost plačevanja nacionalnega prispevka v proračun EU. Po drugi strani, pa je dobila pravico do uporabe sredstev EU.
EU skozi svoje projekte in programe izboljšuje gospodarstvo regij v EU, ter na ta način zmanjšuje gospodarske razlike med regijami. Cilj evropskih projektov je, da podpirajo nova delovna mesta, inovacije, naložbe, izboljšujejo kakovost življenja evropskih državljanov in se borijo proti onesnaževanja okolja.

In the diploma project we discuss the topic of lawful use of the European union financial assets in the case of the Republic Slovenia. For that purpose, we present the characteristics and importance of EU funding in general. We define the types of funds, the forms of financing, the importance of the EU budget, and the control of the use of EU funds.
The EU finances its budget and funds by implementing european policies with its own resources. Regional European policy is implemented through three funds, namely the European Regional Development fund, the Cohesion Fund and the European Social Fund. The funds, together with the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund, form the European Structural and Investment Funds of EU.
Most of the regional policy funds are intended for less developed European countries or regions in order to reduce economic and social disparities in the EU. As a theoretical part, we also present European banks and their characteristics. In the continuation of the diploma project, we focus on the empirical part by presenting examples of successful projects supported by the EU own funds.Furthermore,the lawful expense of eu funds is presented. With the accession to the EU, Slovenia is obliged to pay a national contribution to the EU budget. On the other hand, it is given the right to use EU funds.
Through its projects and programs, the EU improves the economy of the regions in the EU, thus reducing economic disparities between regions. European projects aim to support new jobs, innovation, investment, improve the quality of life of European citizens and combat environmental pollution. |
