Kazalniki pregrevanja gospodarstva na makro ravni in ukrepi centralnih bank

Abstract

V delu diplomskega projekta preučujemo pregrevanje gospodarstva na podlagi analize makroekonomskih in finančnih kazalnikov. S pregledom relevantne literature s področja pregrevanja gospodarstva se seznanimo s ključnimi kazalniki pregrevanja gospodarstva in ugotavljamo, da pomembne signale, da je gospodarstvo v fazi pregrevanja dajejo predvsem, BDP, inflacija, stopnja brezposelnosti, nepremičninski trg in obrestna mera v okviru makroekonomskih kazalnikov, ter razmerje med posojili in vlogami, zadolženost zasebnega sektorja, finančni vzvod in zgodnji opozorilni indikatorji v okviru finančnih kazalnikov. Na podlagi ukrepov centralnih bank na pregrevanje gospodarstva se posvetimo analizi restriktivne monetarne politike, inflacijskega ciljanja ter transmisijskem mehanizmu. Obenem pa predstavimo tudi dopolnitev finančnega vzvoda iz okvirja Basel III ter na kratko analiziramo omejevanje potrošniških posojil s strani Banke Slovenije. V zadnjem delu projekta pa se posvetimo še fazi pregrevanja ameriškega gospodarstva pred veliko recesijo, kjer ugotovimo, da bi se najhujši krizi lahko izognili, kar se pa zaradi pomanjkanja regulacije in ustreznih monetarnih politik ni zgodilo.

Secondary abstract:	In the work of the diploma project, we study the overheating of the economy based on the analysis of macroeconomic and financial indicators. By reviewing the relevant literature in the field of economic overheating, we get acquainted with the key indicators of economic overheating and find that important signals that the economy is in the overheating phase are given mainly by GDP, inflation, unemployment level, real estate market and interest rate in the context of macroeconomic indicators, and loan to deposit ratio, private sector indebtedness, leverage ratio and early warning indicators in the context of financial indicators.Based on the central bank measures to constrain the overheated economy, we focus on the analysis of restrictive monetary policy, inflation targeting and the transmission mechanism. At the same time, we also present the supplement to the financial leverage from the Basel III framework, and briefly analyse the restriction implemented by the Slovenian central bank on the consumer loans. In the last part of the work, we focus on the phase of overheating of the US economy before the great recession, where we find that the worst crisis could have been avoided, which did not happen due to lack of regulation appropriate monetary policies.
