Sun Tzujeva Umetnost vojne kot vodilo za geoekonomsko strategijo pri doseganju geopolitičnih ciljev

Abstract

Geopolitika je strateška praksa držav in način analize delovanja političnih skupnosti. Ukvarja se z medsebojnimi vplivi geografije na razmerja politične moči in političnih procesov ter obratno, vplivov politike na geografijo. Kot strateška praksa držav se geopolitično delovanje izraža predvsem prek vojne (prisile) in trgovine (pogajanja), torej prek geostrategije in geoekonomije, namen katerega je ohranitev in krepitev moči države. Pri doseganju geopolitičnih ciljev držav ima dandanes geoekonomija prevladujočo vlogo, saj so vojne postale na splošno nepraktične. Močna ekonomija igra tako vlogo korenčka in palice ter merilo moči v mednarodnih odnosih. Za uspešno doseganje geopolitičnih ciljev pa je potreben pravilen strateški okvir mišljenja, od koder snujemo pravilno strategijo (pot do cilja). Sun Tzujeva Umetnost vojne je najznamenitejše delo o strategiji. Čeprav se predvsem posveča vojni (geostrategiji), so nauki in principi Umetnosti vojne univerzalni in izvedbeno fleksibilni. Umetnost vojne lahko tako služi kot vodilo za snovanje geoekonomskih strategij. Namen magistrskega dela je proučiti nauke in principe strateškega delovanja Umetnosti vojne ter jih umestiti v geoekonomski kontekst.

Secondary abstract:	Geopolitics is a strategic practice of states and a way of analysing the functioning of political communities. It deals with the mutual influences of geography on the relations of political power and political processes and, conversely, the influences of politics on geography. As a strategic practice of states, geopolitical practice is expressed primarily through war (coercion) and trade (negotiations) i.e., through geostrategy and geoeconomics, the purpose of which is to preserve and strengthen the power of the state. Today, geoeconomics plays a predominant role in achieving the geopolitical goals of states, as wars have become generally impractical. A strong economy plays both the role of carrot and stick and a measure of power in international relations. In order to successfully achieve geopolitical goals, the right strategic framework of thinking is needed, from which we design the right strategy (the path to the goal). Sun Tzuʼs The Art of War is the most famous work on strategy. Although he focuses mainly on war (geostrategy), the teachings and principles of the Art of War are universal and implementation-flexible. The art of war can thus serve as a guide for designing geoeconomic strategies. The purpose of the master's thesis is to study the teachings and principles of strategic operations of the Art of War and to place them in a geoeconomic context.
