Abstract

Nosljive kamere so kot nova tehnologija v policijskih organizacijah aktualna raziskovalna tematika, saj je z njihovo uporabo in učinkih pri policijskem delu povezanih veliko odprtih vprašanj. Pozitivne implikacije so lahko vidne v večjem zaupanju prebivalstva v policijo, izboljšani transparentnosti policijskega dela, poenostavljenemu zbiranju dokaznega gradiva in boljšemu spremljanju dela policistov. Kljub prednostim pa uporaba nosljivih kamer prinaša tudi izzive, povezane z zasebnostjo, shranjevanjem posnetkov in možnostjo zlorab. Čeprav je uporaba nosljivih kamer že uveljavljena v policijskih organizacijah po svetu, je bila v Sloveniji šele nedavno uvedena v prakso. Da bi bili izkoriščeni vsi potenciali tovrstne tehnologije in da bi zagotovili njeno uspešno implementacijo v delo policije, je ključno spodbujati pozitiven odnos prebivalcev oziroma javnosti do njene uporabe. Pri tem pregled literature kaže, da so s podporo in odnosi prebivalcev do nosljivih kamer povezani različni, tako s tehnologijo kot s policijo povezani dejavniki, pri čemer so slednji v raziskavah manj sistematično raziskani. Namen magistrskega dela je bil zato ugotoviti stališča prebivalstva do koristi oziroma prednosti uporabe takšne tehnologije v policijskih postopkih ter kakšno vlogo imajo pri tem zaznave policije in skrb zaradi nadzorstva. Pri tem smo izvedli raziskavo v obliki ankete, v kateri je sodelovalo 265 anketirancev. Rezultati so pokazali pretežno podporo nosljivim kameram, saj anketiranci zaznavajo različne prednosti, najbolj pa so prepričani v pozitiven vpliv nosljivih kamer na profesionalno delo policije. Podpora nosljivim kameram je pri tem odvisna od zaznave postopkovne pravičnosti in kakovosti policijskega dela, zaupanja v policijsko organizacijo ter nekoliko manj od skrbi zaradi nadzora nad lastno zasebnostjo. Ker gre za eno izmed prvih raziskav o tematiki nosljivih kamer v Sloveniji, predstavlja osnovo za nadaljnje študije. Ugotovitve so uporabne za policijske organizacije in načrtovalce politik, saj osvetljujejo dejavnike in okoliščine, povezane s podporo javnosti novim tehnologijam v policijskih postopkih.

Secondary abstract: Body-worn cameras as a new technology in police organisations are a contemporary research topic, as their use in police work and the effects of body-worn cameras are associated with many open questions. Positive implications can be seen in greater public trust in police, improved transparency of police work, simplified evidence collection, and better monitoring of the police officers’ work. Despite the advantages, the use of body-worn cameras in policing also creates challenges related to privacy, storage of recordings, and the possibility of their abuse. Although body-worn cameras are already established in many police organisations worldwide, they were only recently adopted in practice in Slovenia. To exploit all the potentials of this technology and ensure its successful implementation in the work of the police, it is crucial to promote a positive attitude of the general population towards its use. The literature review shows that various factors influence the support and attitudes of the public towards body-worn cameras, such as perceptions about technology and the police, with the latter being less systematically investigated in the research. Therefore, the purpose of this master's thesis was to determine the population's attitudes about the benefits of using such technology in police procedures and the role of perceptions of police and concerns about one's privacy. We conducted quantitative research in the form of a survey in which 265 respondents participated. The results showed predominant support for body-worn cameras, as respondents perceive various advantages of their use and are generally convinced of the positive impacts of the body-worn cameras on the professional work of the police. Body-worn camera support is dependent on the perceptions of procedural justice and quality of police work, trust in the police organisation, and, to a lesser extent, concerns about the control. Since this is one of the first research on body-worn cameras in Slovenia, it represents a basis for further studies. The findings are useful for police organisations and policymakers as they shed light on factors and circumstances related to public support for new technologies in police procedures.
