Abstract
Prestajanje zaporne kazni je lahko za zapornike zelo stresno. Predvsem pa to velja za zapornike, ki prihajajo iz tujine, ki so večinoma izpostavljeni številnejšim negativnim dejavnikom. Tujci veliko manj časa preživijo z družino ali pa ga zaradi specifičnih okoliščin situacije, v kateri so se znašli, sploh ne morejo. Prav tako se tujci težje soočajo s pravili v zaporih, saj jih nemalokrat zaradi jezikovnih ovir pravzaprav ne razumejo. Ob omejenem stiku z bližnjimi in kulturni deprivaciji zaradi nepoznavanja jezika, med težave tujcev v zaporu prištevamo še soočanje z diskriminacijo. Evropske države se z reševanjem težav tujcev v zaporih soočajo na različne načine.
V zaključnem delu smo se osredotočili na raziskovanje deleža tujcev v evropskih držav. Na podlagi pregleda literature in analize statističnih podatkov smo primerjali deleže zaprtih oseb v posameznih evropskih državah. Ugotovili smo, da je v državah EU precej večji delež tujih zaprtih oseb, kot v drugih evropskih državah. Vzroke smo našli predvsem v boljši gospodarski razvitosti teh držav, ki so posledično skozi čas privabljale številne tujce v svoje države. S komparativno metodo smo tudi primerjali delež tujcev v populaciji posamezne države in njen delež tujcev v zaporu. Prišli smo do spoznanja, da se delež tujcev med prebivalci ne preslika enakomerno na delež tujih zaprtih oseb v zaporu. To pomeni, da nekatere države nimajo visokega deleža tujcev med prebivalstvom, vendar pa imajo visok delež tujih zaprtih oseb. Poglobljena analiza tujcev v slovenskih zaporih je pokazala, da je delež tujih zapornikov v zadnjih letih močno narastel. Prav tako se je povečal delež tujih zapornikov iz neevropskih držav.

Serving a prison sentence can be very stressful for prisoners. This is especially true for prisoners coming from abroad, who are mostly exposed to a number of negative factors. Foreigners spend much less time with their families or, due to the specific circumstances of the situation in which they find themselves, cannot do so at all. It is also more difficult for foreigners to face the rules in prisons, as they often do not really understand them due to language barriers. With limited contact with relatives and cultural deprivation due to lack of knowledge of the language, the problems of foreigners in prisons include facing discrimination. European countries face the problem of foreigners in prisons in different ways.
In the bachelor thesis, we focused on researching the share of foreigners in prisons in European countries. Based on a review of the literature and an analysis of statistical data, we compared the shares of prisoners in individual European countries. We found that the share of foreign prisoners in EU countries is much higher than in other European countries. We found the reasons mainly in the better economic development of these countries, which consequently attracted many foreigners to their countries over time. We also used the comparative method to compare the share of foreigners in the population of an individual country and its share of foreigners in prison. We realized that the share of foreigners among the population does not reflect evenly on the share of foreign prisoners in prisons. This means that some countries do not have a high proportion of foreigners in the population, but they have a high proportion of foreign prisoners. An in-depth analysis of foreigners in Slovenian prisons showed that the share of foreign prisoners had risen sharply in recent years. The share of foreign prisoners from non-European countries has also increased. |
