Abstract

Otto von Bismarck velja v zgodovini za eno pomembnejših osebnosti nemškega prostora, predvsem zaradi dolgega kanclerskega staža in pa zaradi združitve Nemčije. Eden pomembnejših dosežkov njegovega vladanja je uveljavitev raznih socialnih reform, del katerih je tudi pokojninska reforma, opisana v tej diplomski nalogi. Nemški parlament je prvo različico pokojninske reforme sprejel leta 1889. Že deset let kasneje je sledila reforma in v grobem bi lahko govorili o zametkih pokojninske reforme, kakršno poznamo danes v okviru sistema pay-as-you-go. Kot zgodovinar imam možnost, da si z znanjem preteklosti bogatim znanje sedanjosti, s tem pa stremim k interdisciplinarnosti. Zato v drugem delu diplomske naloge opisujem pokojninsko stanje v današnji Sloveniji, kakšno je stanje danes in kakšni izzivi nas čakajo v prihodnosti. S tem vsaj bežno, površno, vstopam na področje ekonomije, za boljše razumevanje pa sem opravil tudi intervju s strokovnjakinjo s področja pokojnin, dr. Natašo Kump. V intervjuju sva se pogovarjala o današnjem pokojninskem sistemu v Sloveniji, o njegovi zapletenosti, možnostih izboljšave in njegovih izzivih.

Secondary abstract: Otto von Bismarck is known as one of the most influential personalities of German territory, mainly due to his long time in office as German Chancellor and for unification of Germany. One of his many accomplishments as Chancellor is enforcement of many social reforms and one of them is pension reform. Pension reform was first passed in Reichstag in 1889 and 10 years later it was reformed. We can say that it was rougly the begining of pension system that we know today, known as pay-as-you-go. As a historyan I have a privilige to enrichen my knowledge of today with knowledge of the past and by doing so I strive to interdisciplinarity. Therefore in the second part of this diploma I describe pension system in Slovenia of today. Dr. Nataša Kump helped me to understand and to illustrate the pension system in Slovenia. In the interview we talked about slovenian pension system, ways to improve it and what challenges will it face in the future.
