diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract
Osrednji predmet obravnave tega zaključnega dela so razlike med slovensko in francosko policijo. V Franciji so vzpostavljene tri policije in vsaka deluje na svojem območju s svojimi nalogami ter pod različnimi pristojnostmi. Slovenska policija pa deluje kot eno. Žandermarija, ki je bolj militaristično naravnana policija, je podrejena notranjemu ministervu, naloge pa jim lahko predpisuje tudi ministrstvo za oborožene sile. Pristojni so za nadzor manjših mest, podeželskih območij in primestnih območij. Njihove naloge se razlikujejo glede na njihovo dodelitev v enoto in specializacijo. Predvsem opravljajo naloge za ohranjanje javnega reda in miru, preprečevanje kriminala, splošni nadzor in urejanje cestnega prometa, posredujejo tudi v primeru prometne nesreče. Civilna polcija ali Police Nationale pa so javni uslužbenci in delujejo pod okriljem ministrstva za notranje zadeve. Delujejo v urbanih območjih in zagotavljajo varnost ljudi, premoženja in institucij, spremljajo ter obladujejo migracijske tokove, borijo se proti organiziranem kriminalu, vzdržujejo javni red in mir. Njihova najpomembnejša naloga pa je, da zagotavljajo varnost Francije pred zunanjimi grožnjami in terorizmom. Tretja veja varnosti v Franciji pa je občinska policija. Občinska policija je podrejena županu in delujejo samo na območju občine. Njihove naloge so povezane s potrebami občine. Glavne naloge, ki jih opravljajo so povezane z ohranjanjem javnega reda in miru, splošno preprečevanjem nevarnosti, urejenostjo mestnih ulic, pravilnim delovanjem javne razvetljave ter posredovanjem med pretepi in shodi na ulici. Slovenska policija pa se razlikuje od francoske v tem, da deluje kot en organ v sestavi ministrstva za notranje zadeve. Razdeljeni so na tri nivoje: državni, regionalni in lokalni nivo. Na državnem nivoju deluje generalna policijska uprava. Policijske uprave, ki jih imamo 8, delujejo na regionalnem nivoju. Policijske postaje pa delujejo na lokalnem nivoju in jih je 111. Skozi pisanje zaključnega dela smo prišli do ugotovitve, da čeprav so podobnosti v tem, da so vsi organi reprsivni organi v svoji državi, se zelo razlikujejo, tako v organizaciji, kot sestavi, področja delovanja, nalogah, uniformi, zakonodaji, napredovanju, hierarhiji in pogojih vstopa v posameznem organu. Pri vsakem od teh organov smo te razlike še podrobneje opredelili in izpostavili.

The main subject of this final part is the differences between the Slovenian and the French police. There are three police forces in France, each with its own area of responsibility and different competences. But the Slovenian police act as one. The Gendarmerie, which is a more militaristic police force, is subordinate to the Ministry of the Interior, but can also be tasked by the Ministry of the Armed Forces. They are responsible for monitoring small towns, rural areas and suburban areas. Their tasks vary according to their unit assignment and specialisation. They mainly carry out tasks to maintain law and order, prevent crime, general traffic control and regulation, and intervene in the event of a traffic accident. The Civil Police, or Police Nationale, are public servants and work under the Ministry of the Interior. They operate in urban areas to ensure the security of people, property and institutions, monitor and control migration flows, fight organised crime and maintain law and order. Their most important task is to ensure France's security against external threats and terrorism. The third branch of security in France is the municipal police. The municipal police are subordinate to the mayor and operate only in the municipality. Their tasks are linked to the needs of the municipality. Their main tasks are related to the maintenance of law and order, the general prevention of danger, the tidying up of the city's streets, the proper functioning of public lighting, and intervening in fights and street brawls. The Slovenian police force differs from the French police force in that it operates as a single body under the Ministry of the Interior. They are divided into three levels: national, regional and local. At national level, there is a General Police Directorate. The police administrations, of which there are 8, operate at regional level. There are 111 police stations operating at local level. Throughout the writing of the thesis, we have come to the conclusion that, although there are similarities in that all the authorities are repressive authorities in their own country, they are very different, both in their organisation, composition, scope of action, tasks, uniform, legislation, promotion, hierarchy and conditions of entry in each authority. For each of these bodies, we have further defined and highlighted these differences. |
