diplomsko delo visokošolskega študijskega programa Varnost in policijsko delo
Abstract
Policija je s ciljem odprave administrativnih ovir, olajšanjem dela policistov na terenu, racionalizacijo stroškov in doseganjem večjih pozitivnih učinkov, pristopila k uvedbi elektronskega poslovanja. Le-to je z uvedbo aplikacije ePolicist nadgradila tudi v elektronsko mobilno poslovanje, ki bi olajšalo in skrajševalo postopke policistov pri preverjanju podatkov v evidencah in izdaji plačilnih nalogov. Z uvedbo aplikacije so bili opredeljeni tudi operativni cilji, in sicer zmanjšati potrebo po komunikaciji z Operativno-komunikacijskimi centri, pohitriti izvedbo celotnega postopka, zmanjšati število pritožb na postopek, zmanjšati administrativne obremenitve uslužbencev, prihraniti pri tiskovinah in poštnih storitvah, omogočiti, da policist vnaša podatke le enkrat in zmanjšati možnost napak pri vnašanju podatkov.
Aplikacija ePolicist predstavlja pomemben napredek pri opravljanju nalog policistov s področja varnosti cestnega prometa. Ugotavljamo, da je elektronsko mobilno poslovanje, seveda pod pogojem, da deluje brezhibno, zelo poenostavilo postopek izdaje plačilnega naloga in tudi ostalih obrazcev. Aplikacija v primerjavi s klasičnim papirnim poslovanjem, omogoča poenostavljene postopke zadolževanja in razdolževanja plačilnih nalogov, zmanjša možnosti napak pri izpolnjevanju, do katerih prihaja pri papirnem poslovanju. Velika prednost se kaže tudi pri vnosu podatkov v evidenco prekrškov. Ko policist zaključi postopek izdaje plačilnega naloga, se podatki avtomatsko vnesejo že na kraju ugotovljenega prekrška, na ta način pa je razbremenjena tudi administracija. Statistični podatki kažejo na to, da policisti, tako na območju Policijske uprave Kranj, kot na nivoju Republike Slovenije še vedno izdajo več papirnih kot elektronskih plačilnih nalogov. Razlogi za to so različni. V diplomskem delu smo poskušali ugotoviti, ali so doseženi učinki, ki so bili pričakovani ob uvedbi aplikacije. Ugotavljamo, da se je komunikacija policistov z operativno-komunikacijskimi centri zaradi preverjanja vsekakor zmanjšala, saj policisti precejšnje število preverjanj opravijo sami s pomočjo aplikacije. Postopek izdaje plačilnega naloga od zadolževanja, do izdaje in vnosa podatkov v centralno evidenco, se je vsekakor pohitril, s tem pa se je nedvomno tudi razbremenila administracija na policijskih postajah, vsekakor pa so se zmanjšali tudi stroški pri tiskovinah. Statistični podatki o zmanjšanju pritožb zoper postopke policistov na področju varnosti cestnega prometa tega ne morejo potrditi, saj je število pritožb precej povezano s številom izdanih plačilnih nalogov in ne na konkretno izdane papirne ali elektronske plačilne naloge. Mnenje vodstev policijskih postaj na območju Policijske uprave Kranj o aplikaciji ePolicist je pozitivno. Z rezultati uporabe aplikacije, pa večinoma niso zadovoljni. Menijo, da so policisti dovolj usposobljeni in seznanjeni z delovanjem aplikacije, vendar se pri uporabi pogosto srečujejo s težavami, ki so razlog, da je policisti ne uporabljajo.

With the aim of eliminating administrative barriers, facilitating the work of police officers in the field, rationalizing costs and achieving greater positive effects, the police approached the introduction of electronic business. With the introduction of the »ePolicist« application, it also upgraded it to electronic mobile business, which would facilitate and shorten the procedures of police officers in checking data in records and issuing payment orders. With the introduction of the application, operational goals were also defined, namely to reduce the need for communication with Operational Communication Centres, speed up the implementation of the entire procedure, reduce the number of complaints about the procedure, reduce administrative burdens for employees, save on printed matter and postal services, enable the police officers to enter data only once and reduce the possibility of data entry errors.
The »ePolicist« application represents an important progress in performing the tasks of police officers in the field of road safety. We find that e-mobile business, provided that it works flawlessly, has greatly simplified the process of issuing payment orders and other forms. Compared to traditional paper operations, the application enables simplified procedures for issuing payment orders, and reduces the possibility of fulfillment errors that occur in paper operations. There is also a great advantage in entering data into the records of offenses. When the police officer completes the procedure of issuing a payment order, the data is automatically entered at the place of violation, and in this way the administration is also relieved. Statistical data show that police officers, both in the area of the Police Directorate Kranj and at the national level, still issue more paper than electronic payment orders. The reasons for this are various. In the diploma, we tried to determine whether the effects expected when introducing the application were achieved. We find that the communication of police officers with Operational Communication Centres regarding data checks has definitely decreased, as police officers perform a significant number of checks themselves with the help of the application. The process of issuing a payment order was certainly accelerated, which undoubtedly relieved the administration at police stations, and certainly reduced the cost of printed matter. Statistics on the reduction of complaints against police procedures in the field of road safety cannot confirm this, as the number of complaints is significantly related to the number of payment orders issued and not to specifically issued paper or electronic payment orders. The opinion of the station commanders in the area of the Police Directorate Kranj on the »ePolicist« application is positive. However, they are mostly not satisfied with the results of using the application. They believe that police officers are sufficiently trained and familiar with the operation of the application, but they often encounter problems when using it, which is the reason why police officers do not use it. |
