Abstract
Združeno Kraljestvo je 31. januarja 2020 izstopilo iz Evropske unije po popolni ratifikaciji Sporazuma o izstopu. Brexit je prinesel določene posledice na skoraj vseh področjih. Migracijski tokovi in migracijska politika niso izjema. Ko je Združeno kraljestvo izstopilo iz EU, je bilo vprašanje priseljevanja nedvomno obravnavano kot eno najbolj perečih vprašanj, s katerimi se sooča država. Namen naloge je bil proučiti sam brexit in njegov vpliv na migracije in migracijsko politiko v EU. Glede vpliva brexita na migracijske tokove v EU smo ugotovili, da je že sam referendum o brexitu privedel do negotovosti, ki je ogrozila razne vire oziroma pravice migrantov iz EU, vključno z njihovo pravico do prebivanja, vodenja podjetja ali dostopa do socialne varnosti. Vse to seveda vpliva na odločitve glede migracij in posledično na migracijske tokove znotraj EU. Glede vpliva in posledic, ki jih prinaša brexit za migracijsko politiko EU, smo ugotovili, da še ni mogoče podati dokončnega oz. enoznačnega odgovora. Ker usoda brexita na samo EU in tudi ZK še ni povsem jasna, saj se posledice šele kažejo, je tudi vpliv brexita na migracijsko politiko še vedno nekoliko vprašljiv. Rezultati raziskave so namenjeni predvsem širši javnosti za razumevanje mednarodnega dogajanja na področju migracij. Pregledna predstavitev vpliva brexita na migracijsko politiko izpostavlja tiste točke, kjer je potrebno ukrepanje, torej kjer so potrebne spremembe, ukrepi koristni in potrebni za Evropsko unijo. Prispevek je lahko izhodišče stroki, kako naj Evropska unija in tudi Slovenija, poskrbi za migracijsko politiko, migracijsko krizo in prepreči morebitne nezaželene posledice migracij, ki bi se lahko pokazale čez leta ali desetletja.

On 31 January 2020, the United Kingdom withdrew from the European Union following its full ratification of the Withdrawal Agreement. Brexit has had some consequences in almost all areas. Migration flows and migration policy are no exception. When the United Kingdom left the EU, immigration was undoubtedly considered one of the most pressing issues facing the country. The aim of this paper was to examine Brexit itself and its impact on migration and migration policy in the EU. Regarding the impact of Brexit on migration flows to the EU, we found that the Brexit referendum itself has led to the uncertainty that has undermined various sources or rights of EU migrants, including their right to reside, run a business or have access to social security. All this, of course, affects decisions about migrations and, consequently, migration flows within the EU. Regarding the impact and implications of Brexit for EU migration policy, we have found that it is not yet possible to give a definitive or unambiguous answer. As the fate of Brexit on both the EU and the UK itself is not yet obvious, as the consequences are yet to be clearly seen, the impact of Brexit on migration policy remains somewhat questionable. The survey results are aimed primarily at the general public to understand international developments in the field of migration. A transparent presentation of the impact of Brexit on migration policy highlights those points where the action is needed, i.e., where the necessary changes, measures are helpful and necessary for the European Union. The contribution can be the starting point of the discipline of how the European Union and Slovenia should take care of the migration policy, the migration crisis, and the prevention of any undesirable consequences of migration, which could come to light in years or decades. |
